Attn: James Ford (IPD9-202). BANGLADESH. The Rural Electrification
Board of the Government of Bangladesh invites applications from
interested applicants for pre-qualification as preshipment inspection
agent/agencies for consignments of Treated Timber Products imported
from abroad. The applicant i.e., the interested preshipment inspection
agent/agency shall be an internationally reputed inspection company,
shall have their own branch offices in most of the important countries
of the World, and shall be able to conduct necessary laboratory tests.
The applicant shall have a minimum of five years experience in
pre-shipment and inspection of commodities within government and
semi-government agencies, and autonomous entities and organizations in
Bangladesh. The applicant shall have qualified, experienced and
technically expert manpower on their payroll who are internationally
reputed and recognized. Additionally, in the case of Bangladesh firms,
the applicant shall have Bangladesh Bank's permission to operate
within and/or outside Bangladesh as a recognized preshipment inspection
company, and the applicant shall mention year of commencement of
functioning as a pre-shipment inspection agent/agency in Bangladesh.
Further, the applicant shall not be connected directly or indirectly
with any other business other than inspection services. Finally, the
applicant must have good communications networks and good connections
with different countries of the World to assist the buyers from time to
time with information regarding reputation/performance of different
prospective sellers/clients abroad, and must have direct
telex/fax/telecommunications facilities with their own offices, branch
offices and overseas offices. Inspection agencies having eligibility
described herein can obtain forms effective January 2, 1996 from the
Directorate of Procurement, Rural Electrification Board, House No. 832,
Road No. 19 (old) Dhanmondi R/A, Dhaka 1209, Bangladesh. Applications
are available upon payment of Taka 500.00 for each set, payable in the
form of Pay Order/Bank Draft in favor of ''Rural Electrification
Board.'' No application form will be sent by REB to any applicant by
fax or by courier service, and sales will be on working days during
office hours (Bangladesh time). Applications are also available from
NRECA Int'l. Ltd, 4301 Wilson Blvd., Arlington, VA 22203-1860, upon
payment of U.S. $15.00 for each set, make check payable to NRECA Int'l.
Ltd., attention: James Ford, IPD9-202. Applications will be received by
REB at the Bangladesh address above on or before 11:00 hours on July
17, 1996 (Bangladesh date and time). Any application received after the
deadline will not be considered. The period of pre-qualification shall
be a period of three calendar years commencing July 29, 1996. For the
award of work, REB will, as and when required, invite quotations from
prequalified inspection firms to perform the desired inspection under
a particular contract. A separate work order shall be issued to a
successful bidding inspection agent/agency. Finally, the decision of
REB will be final in accepting or rejecting any application for
