COMMERCE BUSINESS DAILY ISSUE OF JUNE 11,1996 PSA#1613National Cancer Institute, Research Contracts Branch, PSCS, 6120
Executive Blvd, EPS/RM 634, Bethesda, MD 20892-7228 R -- ADMINISTRATIVE SUPPORT SERVICES SOL N02-BC-66212-82 POC Michelle
Scala, Contract Specialist, (301) 402-4509. THIS IS A 100% SMALL
BUSINESS SET-ASIDE. The small business size standard for SIC code 8741
is as follows: Average annual receipts for the past three years may
not exceed $5,000,000. The National Cancer Institute, Division of Basic
Sciences (DBS), requires administrative support services.
Independently, and not as an agent of the Government, the contractor
shall furnish all necessary skilled personnel, facilities and
equipment, materials, and supplies, except as may otherwise be provided
by the Government to provide necessary technical and professional
support to the Office of the Director, DBS. The contractor shall
perform, but not necessarily be limited to the following work
assignments: 1) Editorial Services. The DBS requires administrative
support for the preparation of scientific manuscripts and research
documents for publication. Turn-around time for a manuscript from
pickup back to the researcher is seven work days, however, it is
estimated that one third of the manuscripts will require a shorter
turn-around time of two working days. Volume varies from 20 to 35
papers a month, with an average length of 20-40 pages each. This task
shall include, but not be limited to, editing manuscripts, provide word
processing services, maintain and update files of journal instructions,
rewrite and reproduce reports, and graphics. 2) Annual Report
Preparation. Assist in the design of formats for reports and recommend
improved ways to report and consolidate the information in reports.
Assist in the collection, consolidation and compilation of the reports,
lists, and summaries, edit and type material as appropriate. Print 80
to 100 final copies of each report. 3) Conferences, Meetings, and
Workshops Services. Technical support includes site identification,
preparation of preconference materials, speaker and participant
liaisons, facility coordination, on-site support, and, on occasion, the
compilation of proceedings. Meeting size ranges from small workshops
involving ten or fifteen people to state-of-the-art scientific meetings
involving as many as 250 individuals. Approximately 7 to 10 conferences
or workshops of one to three days duration are anticipated per year
during the term of the contract. In addition, logistical support (as
described in 1.a) may be required for 6-10 small (approximately 20-50
participants) half-day meetings held annually. Some of these meetings
may be held simultaneously, and may require an abbreviated planning
phase and a very quick turnaround time for the site selection and
preparation of pre-conference materials. 4) Miscellaneous General
Support. These activities may include preparation of slides, briefing
materials, abstracts, charts, or other graphic or visual work. The
contractor shall provide support to distribute reprints of articles by
DBS researchers. When a paper is published, 300-500 reprints are
ordered. 5) Records Management. The contractor shall assess data
storage and retrieval needs. The contractor must be capable of
supporting the Division in all phases of this work assignment.
MANDATORY QUALIFICATION CRITERIA The contractor shall be expected, as
part of fulfilling the work statement, to meet with the Project Officer
at his/her National Institutes of Health (NIH) office and to provide
quick turnaround of statistical data, processing of audiovisual or
graphic materials, preparation of duplicated matter, and logistical
support, or other products within a 24-hour period. The contractor must
be located so as to pick up data or graphics materials within 60
minutes ground transportation travel time of the NIH, Bethesda, MD
campus in order to provide the quick turnaround service that is needed
within the requirements of the contract. Multiple deliveries and
pickups of modifications of the same data, template or graphics
materials may be scheduled within a 24 hour period. Overnight delivery
service is not acceptable as the only means of material transfer. The
above requirement exists because the work assignments will call for
the contractor to provide quick reaction and fast turnaround products
such as charts, slides, and documents. As a separate part of the
technical proposal, the offeror must address and demonstrate in the
proposal how the above-listed mandatory requirement will be
satisfactorily met. Failure to meet the above requirement will be
grounds to exclude from further consideration. If you wish to receive
a copy of the solicitation package, send a request to the above address
or FAX a request to 301-402-4513. It is anticipated that the
solicitation package will be available on or about July 12, 1996. All
responsible sources may submit a proposal which shall be considered by
the Government. See Numbered Note(s): 1. (0159) Loren Data Corp. http://www.ld.com (SYN# 0063 19960610\R-0002.SOL)
