Y -- PROVIDE ALL LABOR, MATERIAL AND EQUIPMENT NECESSARY TO PROVIDE ROOFING REPAIRS TO BUILDING 270. SOL DTFA03-96-C-00027 DUE 071896 POC Mario Maccarone, Contracting Officer, 609-485-6740. On April 1, 1996, the new FAA Acquisition management system went into effect pursuant to Section 348 of Public Law 104-50 (the 1996 DOT Appropriations Act). This new acquisition management system replaces the Federal Acquisition Regulation (FAR) and the Transportation Acquisition Regulation (TAR). Accordingly, this proposed procurement involves securing all labor, material, and equipment necessary to provide roofing repairs to Building 270 in accordance with the solicitation documents and evaluation criteria discussed below. This project will be 100% small business set aside. The roof is approximately 124 feet by 255 feet and consists of a corrugated metal roof deck secured to the steel framing beneath with screws and grommets. The project site is located at the William J. Hughes Technical Center, Atlantic City International Airport, New Jersey. Potential Offerors should request plans and specifications in writing and reference Request For Offer (RFO) DTFA03-96-R-000027, Attn: Mario Maccarone, ACT-131A, and include their complete mailing address. FAX requests can be directed to (609) 485-6766. Offerors are required to attend a MANDATORY site visit to inspect the site where the service will be performed. Offerors are advised that this will be the only site visit scheduled; therefore, arrangements for individual visits will not be honored. The FAA will award a firm fixed price type contract resulting from this solicitation to the lowest responsible offeror. To be responsible, an offeror must provide a manufacturer with not less than 5 years successful experience in producing traffic topping materials of the type equivalent to those required for this project. The product required for this project is provided by Chemical Coatings and Engineering Co., Inc., 221 Brooke St., Media, Pa., 19063, 610-566-7470, or an approved equal. The products are: AcryMax AF-130XT for top coating, AcryMax AF-130 for coating over seams, AcryMax AF-131 patch grade sealer (roof mastic) over fastners and POLY-1 polyester reinforcing fabric over seams and around penetrations. The installer shall 1) obtain certification in writing by the manufacturer as a licensed or approved applicator, 2) have direct experience on roofs of the type specified, and 3) have successfully completed at least three jobs during the past three years of a size comparable to this job (or larger). Also, an offeror must: 1) have adequate resources to perform the contract, or the ability to obtain them, 2) be able to comply with the required or proposed delivery schedule, considering all existing business commitments, 3) have a satisfactory performance record, and 4) have a satisfactory record of integrity and business ethics. In addition, the offeror must submit the SF-1442, acknowledged amendment(s), if applicable; proposed guarentee (bid bond SF-24); Business Declaration Certification; and certification and representation included in the solicitation. The Government may (1) reject any or all submittals if such action is in the public interest, (2) accept other than the lowest priced submittal, and (3) waive informalities and minor irregularities in offers received. The Government intends to evaluate submittals and award a contract, either on initial submittals without communications, or on initial or subsequest submittals with communications. In evaluating the submittals, the Government may conduct written or oral communications with any or all of the offerors. A submittal in response to this solicitation should contain the offeror's best terms from a cost or price standpoint. The estimated price range of this procurement is between $25K and 100K. The Request For Offer (RFO) will be issued 6/20/96. The MANDATORY site visit is tentatively scheduled for 7/9/96, and the RFO will open 7/18/96. (0159)
