The Naval Air Warfare Center Weapons Division, China Lake, CA intends
to procure through competitive action services for the development of
a Geographic Information System (GIS) package incorporating
geophysical/geological data of the South Ranges Project Area of the
Naval Air Weapons Station (NAWS), China Lake, CA. The South Ranges
Project Area comprises approximately 1150 square miles in and around
the NAWS base. This effort requires the contractor to provide data
integration into GIS coverages using ArcView (Unix Version 2.1 or
current release) as the user interface and ARC/INFO (Unix Version 7.1
or current release) as the GIS software platform, operating in the Unix
workstation environment. The contractor will be responsible for
inputting data sets, running quality assurance/quality control (QA/QC)
procedures on the data, converting data to specified standard
projection coordinates, designing a GIS directory and file
architecture, and exporting data coverages in ArcView format to be
incorporated into ARC/INFO. The contractor will be responsible for
acquiring some of the data sets for this effort such as National High
Altitude Photography (NHAP), Census Bureau topographically integrated
geographic encoded and referencing (TIGER) system files, United States
Geological Survey (USGS) Landsat Thematic Mapper image data, USGS
topographic maps, and California Institute of Technology earthquake
data. The NAWS Geothermal Program Office (GPO) will provide additional
data sets for the contractor to incorporate into the GIS package.
These additional data sets consist of geophysical, gravity, magnetic,
aeromagnetic, geologic, and other related data that will be specified
in the solicitation package. Digital, hard copy maps, hard copy
reports, and photographs are the main types of data to be integrated by
the contractor. The contractor will also be responsible for developing
QA/QC control protocol and documenting methodology and procedures;
preparing and submitting to the GPO quarterly and final reports and 8
mm tape copies of all converted data sets; loading finished product 8mm
tapes onto the GPO workstation; and demonstrating the finished product
to GPO personnel. A best-value selection will be made based on
Technical/Quality Control, Management, Past Performance and Price. A
firm fixed price, one-year contract is anticipated for this effort.
