703 767-1190 The defense contract management command (dcmc) is
exploring the application of concepts from systems safety engineering,
product failureanalysis, or analogous disciplines to more effectively
and efficiently administer Department of Defense (DOD) contracts. The
objective is to concentrate dcmc surveillance and improvement efforts
on those contractor processes or activities that present the greatest
risk to successful contract and program completion. Paramount to this
objective is to identify those contractor methods that at first would
not seem intuitively obvious as majorrisks. Dcmc wants to develop risk
management models, algorithms, or other analytical tools that will
reliably identify those key processes oractivities. Dcmc'S mission is
to provide contract administration services for the Military services
and defense agencies. On behalf of the Military services and defense
agencies, It inspects and accepts products and services offered by
contractors, negotiates and definitizes change orders and other
unpriced contractual actions, and issues reports to customers buying
activities on contractor progress toward contract and program
completion. It also works with contractors to improve design,
production, and business management systems and processes. The purpose
of this request for information is to explore various solutions for
identifying contractor methods that negatively impact timely contract
delivery. Contractors are requested to submit a capability statement
documenting approaches, methods, tools, guides used to perform failure
analysis for comparable efforts. All responses must contain sufficient
information to enable evaluation of the capability of thecompany'S to
develop a solution. This announcement is not a request for competitive
proposals. NO Fee or payment will be made for
submittingqualifications. NO Solicitation document exists and NO award
is intended on the basis of any response to this advertisement. NO
