Architect/Engineer Services to design fire sprinkler systems for seven
(7) existing buildings (1, 11, 12, 13, 14, 28, and 52) to be
completely sprinkled, including attics. Work to include but is not
limited to: (1) design of fire sprinkler system (performed by fire
protection engineer), (2) additions and modifications to fire alarm
system (performed by fire protection engineer), (3) structural design
of platforms in stairwell cages, (4) asbestos abatement, (5)
electrical, (6) alterations of buildings for installation of sprinkler
system, i.e. modify ceilings, build soffits, build room for dry valves
in attic, build room for backflow preventer, (7) heating of dry valve
room in attic, (8) removal of existing sprinkler system, (9) Area of
consideration is restricted to firms located within a 50-mile radius of
the F.D.R. VA Hospital. Estimated construction range is between $2 and
$5 million dollars. For bidding purposes, A/E firm will design each
building separately with complete drawings and specifications.
Selection criteria to be used in selecting firms shall be as outlined
in FAR 36.602-1 and will include, but is not limited to: (a)
professional qualifications necessary for satisfactory performance of
the required service to include: Fire Protection Engineer, Mechanical
Engineer, Structural Engineer and CADD Specialist. Qualifications for
Fire Protection Engineer: (I) a bachelor of science or masters degree
in fire protection engineering with four years of experience, or
professional registration as a fire protection engineer with four years
experience, or ''member'' status in the Society of Fire Protection
Engineers (SFPE) with six years of experience, (ii) Two years of
experience in the application and interpretation of the NFPA codes and
standards, and the model building code, (iii) Two years of experience
in the design/review of automatic sprinkler and fire alarm systems,
including: automatic sprinkler and fire alarm shop drawings, automatic
sprinkler system hydraulic calculations, and application and
interpretation of NFPA 1, 10, 13, 14, 20, 24, 30, 45, 72, 82, 90A, 99,
101, 220 and 241.; (iv) Experience in the design of health care
facilities, and (v) Experience in acceptance tests of fire protection
systems. (b) Examples of specialized experience and technical
competence in the various disciplines required for the specific
project; Capacity to accomplish work in required time. The evaluation
will consider the experience of the firm and any consultants in similar
sized projects, and the availability of an adequate number of personnel
in key disciplines; (d) Past job performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedule; (e) Location
of firm or working office providing professional services, including
consultants, within a 50-mile radius of the project site; (f) Volume of
work awarded by VA during the past 12 months; (g) Qualifications and
performance of consultants proposed for the project; (h) Computer
capabilities, including drawings on AutoCad Release 12 or compatible
package and specifications on Word Perfect 6.1 or compatible; (I) Cost
control capabilities and level of estimating effectiveness including
specific examples. See notes 24 and 25 for general submission
requirements. Response date for submission of Standard Forms 254/255 is
7/15/96. This is not a request for proposal. Award is subject to
