The USDA has a requirement to recompete its headquarters backbone network support contract. The current contract will be expanded in scope from serving employees in the Washington DC metropolitan area to a nationwide effort. The incumbent, under Contract No. 53-3142-3-1145, is Research Management Consultants, Inc. (RMCI). The successful contractor will be required to operate and manage the headquarters backbone network on a firm, fixed-price basis, as well as provide related services on a task order basis, as required. Several task orders in different areas of the United States may be performed during the same time period. Task orders may be performed on a firm, fixed-price or on a time-and-materials basis. This requirement has been pledged to participate in the Office of Federal Procurement Policy's performance-based service contract project. This requirement has been accepted into the Small Business Administration's 8(a) program under national buy number 7700-95-6098. The General Services Administration has issued Delegation of Procurement Authority number KMA-94-0396 for this requirement. Evaluation criteria include past performance, management plan, and personnel qualifications. Evaluation will be on a best value basis.
