GOVERNOR CONTROL SYSTEM CURRENTLY INSTALLED ON USCGC POLAR CLASS

States Coast Guard Maintenance and Logistics Command Pacific intends to
negotiate a sole-source contract with Woodward Governor, Inc. of Fort
Collins, CO to upgrade the electronic governor load and speed control
system currently installed on the ALCO 251E 8 cylinder marine diesel
prime movers of the three ship's service 750 KW diesel generators. The
existing governor systems was manufactured by Woodward Governor and
consists of a Woodward EG-A analog governor system and ''Woodward-Load
Pulse Unit with Speed reset'' for reducing excessive frequency drops
experienced during the application of large generator loads, and
Woodward type EG-B13C hydraulic actuators. A 400 KW generator driven by
a Detroit Diesel Series 141 16V prime mover serves as the emergency
generator for this ship's service system. The proposed upgraede system
consists of replacing the existing EG-A analog governor and Woodward
Load Pulse unit with a Woodward 723 32 bit governor system; the EG-B13C
analog hydraulic actuators will be rebuilt from compensating type to
proportional type to make them compatible with the Model 723 digital
control units. The 723 system includes the capability to parallel any
combination of the existing three 750KW generators, and also be
adaptable to parallel the planned future configuration of two 750KW and
one 1500KW generators. The upgarded system will include all
equipment/components required to be capable of and perform the
following: isochronous load sharing, droop load sharing, automatic
synchronizing, automatic generator start-up loading, monitoring,
operator interface, automatic shore power transferring, and user
friendly programming. The function of the existing Woodward-Load Pulse
Unit with Speed Reset will be maintained; the Model 723 governor
system is designed to perform its function. The upgraded system to be
supplied by Woodward is designed for maximum system reliability in a
rugged marine environment and to reduce degradation caused by
susceptibility to EMI, RFI, vibration, and mechanical wear. The
upgraded system will be capable of total interfacing with existing
switchgear. Also to be included in procurement will be a total
engineering package consisting of termination interface drawings,
technical manuals, detailed site design surveys, software programming,
system hardware softward configuration, training, and installation
site supervision. The proposed selection of Woodward Governor Company
for this sole source is based on their design ownership of the current
EG-A/EG-B system, their ability to evaluate the changes necessary to
their existing system in upgrading ot their modern 723 system which
offers minimum technical risk to the Coast Guard, and their ability to
rebuild and reuse the existing EG-B13C analog actuators. Only Woodward
can perform this work because performance of this work requires access
information proprietary to Woodward Governor which is not possessed by
the USCG and therefore cannot be supplied by the USCG to any other
potential contractors. Despite the Coast Guard's intent to solicit a
proposal only from Woodward Governor, any firm that believes it can
perform the work described above should respond to the above address
within 45 days after the publication of this announcement. Any such
response should provide detailed information regarding the capability
of the contractor to perform the described requirement without
receiving the data discussed above from the Coast Guard. The
anticipated issue date for the RFP is on/about 50 days after
publication of this notice. The following additional Notice is for

Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximun line of credit is $500.000.
