The IRS intends to negotiate a contract for a full service maintenance agreement for the Barber-Colman Network 8000 Energy Management System (EMS) for the IRS Philadelphia Service Center's North Building (PSC North), located at 11601 Roosevelt Blvd., Philadelphia, PA 19154. The EMS regulates energy conservation efforts at PSC North by providing centralized operation of PSC North's lighting and HVAC (heating, ventilation and air conditioning) systems. The period covered by this contract will be for a base period (10/1/96 through 9/30/97) with two one-year option periods. The successful offeror must have access to proprietary Barber-Colman software, as evidenced by written permission from Barber-Colman to allow third party access to the proprietary software, prior to award of this contract.
