The Indian Health Service intends to negotiate on a sole source basis with the Native American Rehabilitation Association of the Northwest, Inc., (NARA N.W.) under the authority of the Buy Indian Act (25 USC 47) and Title V of the Indian Health Care Improvement (Act 25 USC 1651), as amended - Health Services for Urban Indians, Section 503, to operate and maintain comprehensive health care services for American Indians residing in the Portland, Oregon metropolitan area.
