904-882-3731. The Air Force Development Test Center (AFDTC) is pursuing
conversion of current civil service support of the Acquisition Security
Division to a contract activity based on an OMB Circular A-76 study.
AFDTC contemplates release of a Request For Proposal (RFP) for the
Acquisition Security Division in September 1996. Services for this
operation include supporting approximately 4,000 civilians and 7,000
military members, and 689 contractor personnel supporting classified
contracts. The contractors are organized into approximately 68
long-term visitor groups. Work includes managing industrial security
and international treaty inspection programs for Eglin, personnel
security for all Air Force personnel assigned to Eglin, information and
operations security programs for AF Material Command (AFMC) Eglin plus
some tenant (associate) organizations, operate a self-service
classified destruction facility, manage test security support, special
access program security, international affairs programs for AFDTC, and
manage systems security engineering management for Wright Weapons
Laboratory. Majority of organization members also serve as primary
security/operations security managers for all AFTDC organizations. The
proposed service Standard Industrial Classification Code (SIC Code)
for this acquisition is 8748 ($5 million). This action is under 100%
small-business set-aside. An Ombudsman, Colonel Joseph D. Ferris, AFDTC
Inspector General, has been appointed for this acquisition. His purpose
is not to replace the technical staff or contracting officer but to
serve as an honest broker to communicate contractor concerns, issues,
recommendations or disagreements to appropriate Government personnel.
The Ombudsman will maintain strict confidentiality as to the source of
the concern when requested by the offerors. The Ombudsman will not
participate in the evaluation of proposals or source selection decision
