serves as notice of intent to procure, on a sole source basis, services
to develop a working stochastic simulation model or set of models,
which allow evaluation of alternative management actions and proposed
major projects on the survival, recovery and growth of the winter-run
of the endangered chinook salmon in the Sacramento River. The
simulation model will assist the evaluation of the effects of projects
affecting delta hydrology on winter salmon runs, and to compare the
impact of different management options on winter-run salmon and on
urban, agricultural, and fishing sectors. The contractor is responsible
for coordinating, conducting and reporting on two scientific workshops,
assembling and evaluating published and unpublished information factors
for the development of the stochastic simulation model, re-evaluating
results, considering new information, and evaluating the models and
scenarios that are developed from the workshops, and development of the
final deliverable, the computer simulation model. The Government
believes only Captive Breeding Specialist Group (CBSG) has the unique
and exceptional scientific expertise, scientific reputation, and
experience in working with a wide diversity of people and interests.
CBSG is known for developing stakeholder-sensitive management scenarios
and computer simulation models that are biologically sound, and have in
existence a unique widely-respected workshop process (Population and
Habitat Viability Workshop (PHVA). CBSG possesses an unusual breadth
and depth of training and experience in population biology, ecology,
computer modeling, small group dynamics, and conflict resolution. CBSG
is also the hub of a network of over 600 professionals experienced in
species recovery planning, research, reproductive physiology, animal
management, etc. All interested concerns who believe they can
competitively and effectively provide these services must demonstrate
experience in 1)coordinating and conducting scientific workshops,
2)developing stakeholder-sensitive management scenarios and developing
stochastic simulation computer models that are biologically sound, 3)
working with a wide diversity of people and interests, 4)
consensus-building skills that promote collaborative working
relationships among stakeholders and species experts, 5) exceptional
scientific expertise and reputation, and 6) and must demonstrate they
have the commitment of professionals in species recovery planning to
participate in their simulation modeling. Responses must be sent to the
above address not later than 30 days after publication of this notice.
The period of performance is anticipated to be one year, starting
approximately August 1996. This notice may represent the only official
