2355. DESCRIPTION OF WORK - REISSUE - The work includes demolition of
existing and construction of replacement steam distribution system,
complete and ready for use. Work includes demolition and removal of
existing steam tunnel and steam distribution piping; removal and
disposal of asbestos containing piping insulation and debris removal,
testing and disposal of contaminated sediment, excavation and backfill,
surface repair, direct burial exterior steam distribution system and
appurtenances, concrete masonry and exterior steam cement plaster
enclosures, cast-in-place concrete pits for equipment and piping, metal
enclosure gates and pit covers, painting, cutting, patching and repair,
electrical, plumbing and incidental related work complete and ready for
use.--The contract is to be awarded to the responsible offeror whose
proposal is considered most advantageous to the Government considering
''Price'' and ''Technical'' evaluation factors. The following
evaluation criteria has been established: Factor 1 (Price) and Factor
2 (Technical) which are weighted equally. Within the technical factor,
the following subfactors are listed in the order of importance:
Subfactor ''A'' Experience, Subfactor ''B'' Maintain Utility Service,
Subfactor ''C'' Restrictive Time Constraints, Subfactor ''D'' Past
Performance and Subfactor ''E'' Subcontracting Effort.--A pre-proposal
conference will be tentatively scheduled for 20 JUN 1996 at 10:00 a.m.
local time, Southwest Division, Naval Facilities Engineering Command,
1220 Pacific Highway, San Diego, California. Participants must reserve
seating a minimum of two (2) days in advance of the conference date by
contacting Rowena Galendez at (619) 532-3701.--This is not a public bid
opening.--The estimated cost is between $1,000,000 and
$5,000,000.--Firm Fixed Price Contract.--Contract duration is 395
calendar days.--This project is unrestricted.--The Standard Industrial
Code is 1629 and the annual size standard is $17 million.--It is
recommended the subcontracting plan goals reflect a minimum goal of 5%
for Small Disadvantaged Business subcontracting effort.--A fee will be
charged for plans and specs. Each set will be $26.00. Checks must be
made payable to: DEFENSE PRINTING SERVICE. Fees are
non-refundable.--NOTE: Plans and specs will not be mailed to firms
within a 20 mile radius of the issuing office.--Solicitation packages
may be acquired in person from Plan Issue or by mail.--Submit one (1)
check per project. Solicitation packages are limited to two (2) per
prime and one (1) per subcontractor/supplier.--Telephone requests will
not be accepted.--Offerors should request in writing stating the RFP
number N68711-91-R-0205, complete name, address, area code and phone
number and whether bidding as a prime/subcontractor/supplier, however,
requests will not be processed until payment has been received.--Plan
holders lists will not be faxed.--Mail requests to Southwest Division,

Pacific Highway, San Diego, CA 92132-5187.--Tentative issue date is on
or about 07 JUN 1996 with a proposal due date of 30 or 40 days later
