USDA, Agricultural Research Service (ARS), requires that all labor,
supervision, tools, and materials be provided to upgrade the electrical
generating sequencing system at the Plum Island Animal Disease Center
on Plum Island, New York. (This is a presolicitation notice.)
Contractors are advised that this facility is a quarrantine research
laboratory located on an island 1-1/2 miles off the northern-most tip
(Orient Point) of Long Island, New York. Transportation incidental to
the performance of this project may be provided by Government-furnished
boats. The estimated cost of construction is between $100,000 and
$200,000. The project must be completed within 150 days after receipt
of notice to proceed. Solicitation No. IFB 15-3615-96 will contain the
specifications and drawings and be available on or about August 12,
1996. Requests should be in writing and include the company's telephone
and fax numbers and be received in the CO's office not later than
