Systems Command intends to modify contract N00019-94-C-0258 for
engineering and manufacturing development of the TOMAHAWK Block IV
All-Up-Round (AUR) Cruise Missile to add the following new performance
requirements to the Block IV AUR segment specification: Terminal
guidance with Digital Scene Matching Area Correlator (DSMAC); Wide-Area
Global Position System (GPS) Enhancement (WAGE); compatibility with
Block III AUR mission planning; and extension of the ten (10) year
recertification interval to the entire AUR. This action will be
accomplished via other than full and open competition pursuant to the
authority of Title 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1,
only one responsible source. The value of this procurement is
estimated at less than $30M. Hughes Missile Systems Company, Tucson,
AZ, was competitively selected for award of the aforementioned contract
and is currently the only responsible source possessing the necessary
engineering knowledge to incorporate new and additional technical
performance requirements into on-going design development in sufficient
time to support TOMAHAWK Block IV Weapon System initial operational
