combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This notice is used as a
request for quotation, RFQ #F21611-96-Q0014 and will be awarded as a
purchase order using the simplified acquisition procedures. This
solicitation document and incorporated provisions and clauses in effect
through Federal Acquisition Circular 90-37. The Standard Industrial
Classification (SIC) is 3537. Small Business Size is 750 employees. The
requirements at Minneapolis-St. Paul IAP ARS are for two (2) each, 72''
wide Heavy Duty Electromagnetic Road Sweepers, including reverse surge
drop control, minimum 115 volt maximum 125 volt, 4 cycle air-cooled
gasoline engine generator set, minimum 3kw output with manual starter,
heavy duty implement tires or heavy duty non-directional tires,
adjustable ground clearance height (minimum 4'') at speed of 10 mph,
towbar with adjustable pintle hook towing attachment and parking stand.

through FAC 90-37. The following FAR provisions and clauses apply to
the RFQ and are incorporated by reference: 52.212-1. Instructions to
Offerors-Commercial Items Provisions 52.212-2 evaluation commercial
items (Oct 1995)(a)the government will award a purchase order resulting
from this quotation to the responsible offeror whose offer conforms to
the solicitation will be most advantageous to the government, price
and other factors considered. The following factors shall be used to
evaluate offer: (a) past performance and price (b) options, the
government will evaluate offers for award purposes 52.212-3, Offeror
Representations and Certifications - Commercial Items, 52.212-4,
Contract Terms and Conditions - Commercial Items; 52.212-5, Contract
Terms and Conditions required to implement Statues or Executive Orders
- Commercial Items. Vendors wishing to respond to this solicitation
should provide this office with the following: A price quote on company
letterhead for the requested items showing unit price and extended
price, FOB Destination, Prompt payment terms and correct remittance
address; and a completed copy of FAR Clause 52-212-3. Offeror
Representations and Certifications - Commercial Items. Please provide
three references, point of contacts, addresses and phone numbers of any
recent and relevant contracts for the same or similar items; statement
specifying the extent of agreement with all of the terms, conditions
and provisions included in the quotation. The offeror agrees to hold
the prices in the offer firm for 30 calendar days from the date
specified for the receipt of offers. Quotes are due Close of Business
