Sought for Portable Ground Fault Interrupter - The Navy is conducting
a market survey to identify sources for portable Ground Fault
Interrupter (GFI) to prevent personal injury to Divers while using
surface supplied electrical power (110VAC) for underwater electrical
equipment. Functional requirements are: max output power-2500va;
115VAC+/-20% single phase input voltage; 60Hz +/- 5.5% frequency; max
load interrupt time of 16.7msec. after detection (within one cycle);
input isolation transformer required; input voltage spike withstand of
+/- 1000v; output voltage regulation of +/- 2% no load to full load;
max output leakage current of 10 milliAmps; min input output leakage
resistance of 50 megohm; load startup capability using both motor and
lamp rated at 100% to 115% of the GFI rating shall not cause failure of
the GFI; overload of the GFI shall withstand 5 times its rating for
resistive loads by interrupting power; ground fault of 5 ma. trip for
both resistive and capacitive loads; nuisance triggering, during turn
on and turn off into a minimum line capacitance of 3600pfd should not
cause tripping. The GFI shall show zero single point failures that
cause catastrophic or critical failure modes when subjected to a piece
part level Failure Mode, Effects and Critical Analysis. The GFI shall
function without failure under environmental conditions to include
temperature range from -35C to +48C, humidity, rain, fungus, and salt
fog. All interested firms that feel they may meet the requirements
should provide pertinent information concerning current in-house
capabilities and practices; quality control/quality assurance;
demonstrated ability, and successful and timely completion of similar
work as demonstrated by a listing of past commercial and military
customers, contract numbers, points of contact and work descriptions.
This annoucement is a request for information only and is not a request
for proposal (RFP) or announcement of solicitation. Activities which
fail to respond to this notice will not be placed on the bidders list
for a solicitation that calls for proposals for test articles and
options for subsequent production units. No telephone inquiries will be
accepted. The Government will not pay for any material provided in
response to this synopsis nor return the data provided. Responses are
required in 14 days after publication of this notice. Responses should
