878-4818. The Aviation Applied Technology Directorate (AATD) intends
to negotiate and award a classified contract under an other than full
and open competitive basis with Shorts Missile Systems (SMS), Northern
Ireland. This is a follow-on effort to the Air-to-Air Starstreak
(ATASK) Integration Program, Contract No. DAAJ02-95-C- 0030. The
objective of this research and development effort is to investigate
electrical, mechanical, aerodynamic, structural, operational,
environmental and effectiveness issues affecting the integration of the
Air-to-Air Starstreak Missile (ATASK) system onto the AH-64A. SMS shall
investigate system effectiveness and operational feasibility of the
Air-to-Air Starstreak Missile (ATASK) system when used with the AH-64A.
As the systems integrator, SMS shall provide AH-64A engineering support
and furnish demonstration flight testing of the ATASK system aboard the
AH-64A. In accordance with FAR 6.302-1(a)(ii), this follow-on
acquisition has been deemed to be available only from SMS, the original
source, for the continued integration/evaluation/flight testing of this
highly specialized system. Pursuant to FAR 6.302- 1, Shorts Missile
Systems is deemed the only source for this work as they are the
developer and manufacturer of the Starstreak missile. Shorts Missile
Systems is deemed the only source capable of satisfying the
Government's requirements and they are the only known source having
sufficient data and knowledge to perform this effort. All responsible
sources may submit a propsal which shall be considered by this
