miscellaneous Ocean Engineering inspections, investigations and design.
Services may be required anywhere in the United States but primarily in
or near the waters of the Great Lakes, Mississippi River and its
tributaries, the Chesapeake and Delaware Bays and the mid-Atlantic
coast from Manasquan Inlet, New Jersey to the southern border of North
Carolina. Services may include but are not limited to: Investigation
of design options and final design of offshore structures in a wide
range of water depths, soil, wind, wave and ice conditions. Acquisition
of wind, wave, ice and other environmental data for proposed design
sites. Evaluation of bulkheads and piers and designing repairs or
replacements. Bulkhead and waterfront facility design. Provide
submarine soil borings and evaluations (including pile drivability
analysis). Computer modeling of marine structures to include pile
structure/soil interactions. Evaluate and when necessary, modify
existing offshore structure designs. Under and above water inspection
and evaluation of offshore and near shoe structures, piers, wharfs and
waterfront facilities to include reports of material condition,
repairs required, and repair options and associated costs.
Specification development for construction, demolition and disposal of
offshore structures. Investigation and understanding of local
permitting and regulatory requirements (i.e. environmental, ACOE, SHPO,
etc). Criteria to be evaluated in the selection of the A/E firm will
include the following: 1) Recent specialized experience of the firm in
a wide range of Ocean Engineering assignments; (a) Offshore and Inshoe
marine structure design including tower and marine foundation design;
(b) Geotechnical submarine soil investigations; (c) Design of
structures in an ice environment; (d) Static and dynamic computer
modeling of structures; (e) Historic structure repair and
rehabilitations; (f) Offshore structural inspection and evaluation; (g)
Corrosion engineering and protection of marine materials; (h)
Understanding and working with diving services and industry; (i) Design
and repair of piers, wharfs and waterfront facilities. 2) Professional
qualifications of present staff and consultants (if any); (a)
Qualifications and experience of present staff and management; (b)
Qualifications and experience of consultants; (c) Demonstrated repeat
business with consultants. 3) Past performance on contracts in terms of
the following: (a) Cost control Techniques employed by the firm as
demonstrated in the ability to establish an accurate project budget and
design within the budget evidenced by the low bid amount; (b) Quality
of work, demonstrated by past design related change orders issued
during construction; (c) Demonstrated compliance with performance
schedules; (d) Demonstrated long term professional relationships and
repeat business with Government and private customers. 4) Ability to
provide detailed, accurate cost estimating for marine construction
work. 5) Quality control procedures proposed for utilization in
projects of this nature. The firms will be evaluated on the
effectiveness of their internal quality control program used to ensure
technical accuracy and discipline coordination of plans and
specifications. 6) Ability to produce AUTOCAD drawings using release 12
in the allotted design time using the CEU CE-CADD standards. 7) Ability
to provide qualified marine construction inspection services. 8)
Ability to provide designs and analysis of general civil, mechanical
and electrical engineering work. 9) Adequate representation of
minorities and women personnel qualified and available to work on
design projects in comparison to number of equally qualified and paid
minorities and women located in the Standard Metropolitan Statistical
Area of performance. The basic contract will be limited to a maximum
price of $500,000.00 for each year of the contract, with a $200,000.00
maximum per individual order. The term of the contract will be for one
year from the date of award with an option for one year. The government
reserves the right to exercise the option year of the contract. The
total duration of the contract, including the exercise of any option
shall not exceed two years. The government reserves the right to make
multiple awards. This procurement is open to small and large businesses
in accordance with the Small Business Competitiveness Demonstration
Program (Public Law 100-656). Firms desiring consideration are invited
to submit SF-254 and SF-255 prior to the close of the working day on
