C -- SOURCES SOUGHT FOR ARCHITECT-ENGINEERING (A-E) SERVICES FOR VARIOUS PROJECTS INVOLVING ELECTRICAL DESIGN FOR THE NAVY PUBLIC WORKS CENTER, SAN DIEGO, CA SOL SSELECDSG-96-1 DUE 071196 POC Contact Janet Barbot, Contract Specialist, (619) 556-3627, or Trelli Davis, Contracting Officer, (619) 556-1825. PART ONE OF TWO PARTS: The Navy Public Works Center, San Diego, Ca is currently seeking sources for services for Electrical Design with associated multi-discipline architectural-engineering (A-E) support services. An Indefinite Quanitity firm fixed priced type contract will be awarded to the selected, most qualified firm responding to this announcement. The Indefinite Quantity contract shall be for $400,000. The contract shall be for 365 days. The proposed contract includes a second year option for an additional $400,000. The services required may include, but not be limited to, all or part of the following: (1) preparation of technical reports including engineering investigations and concept studies; (2) special project documentation; (3) preparation of preliminary and final designs; (4) preparation of contract drawings and specifications; (5) preparation on cost estimates and sketches; (6) provide engineering advice during construction (i.e. office consultation, shop drawing review, as-built drawing preparation, field consultation and verification, and/or value engineering); (7) construction inspection and other Title II services. The types of design projects involve primarily repair, alteration, and installation of (1) 12kV underground and overhead electrical distribution systems including pad and pole mounted transformers, substations and switchgears; (2) ship to shore power; (3) metering and utility control systems; (4) emergency generators and uninterruptible power supply (UPS) equipment; (5) fire alarm system; (6) intrusion detection system; (7) cathodic protection system; (8) grounding and lightning protection systems; (9) communication systems including public address and telephone system; (10) 400 Hz power system; (11) power upgrade and (12) indoor and outdoor lighting for all Navy Shore Facilities for the Navy Public Works Center, San Diego and its customer activities. If asbestos or hazardous materials are present, the A-E will be required to identify them and provide for their disposal or treatment in construction plans and specifications in accordance with applicable rules and regulations. When the indefinte quantity contract is awarded, the fee for any individual negotiated work order in NTE $100,000 with a cumulative total of all work orders NTE $400,000 during a one year period. Commencement and completion of work is subject to the requirements of individual work orders. Firms which design or prepare specifications for all construction contract or procurement of supplied cannot provide the construction of supplies. The limitation also applies to subsidaries and affiliates of the firm. A-E selection criteria is listed in descending order of importance as follows: (1) professional qualifications necessary for satisfactory performance of required services; (2) recent (1990 to present) specialized experience and technical competence of the firm in the type of work required; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with Government agencies and private industry in terms of cost control, effectiveness, quality of work, and compliance with performance schedules; (5) Location in general geographic area of the project and knowledge of the locality of the project (local site conditions and design requirements), provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design, (7) list the consultants or as subcontractors, (8) value of DOD contracts awards within the last 12 months. Evaluation criterion (1) through (4) are the primary evaluation factors in the determination of the most qualified firm.
