(318)473-7645. The purpose of this advertisement is to solicit
surveying services for USDA-Natural Resources Conservation Service
(NRCS) for surveying projects mainly in the coastal area of the state
of Louisiana. The work will consist of providing deliverables
determined on a project by project basis. Deliverables include
topographical maps, cross sections of channels, levees, bridges, plugs
and water control structures, profiles of existing and proposed
channels, levees bridges, plugs and water control structures, spot
elevations in interior marsh areas, setting of at least one permanent
benchmark with a maximum of three permanent benchmarks, identify
location of benchmarks and items surveyed on an aerial photograph, copy
of all field notes, (digital and hard). Survey data set on 3.5 inch
computer disk (in DXF Format, Real World Dimensioning), description of
all benchmarks used and set with their elevation in NGVD and date of
last correction, verify gage zero referenced to NGVD for any continuous
recording tidal gages in or near the project area (maximum of four
gages), provide five written technical reports of survey according to
specifications provided by NRCS. PRESELECTION CRITERIA: Contractor must
have in-house a minimum of two civil engineers and two land surveyors.
One of the engineers must be a Registered Professional Engineer in the
State of Louisiana and one land surveyor must be a Registered
Professional Land Surveyor in the State of Louisiana. SELECTION
CRITERIA: Professional qualifications necessary for satisfactory
performance of the required service. Specialized experience and
technical competence in the type of work required. Capacity to
accomplish the work in the required time. Past performance on contracts
with Government agencies and private industry in terms of quality of
work and compliance with performance schedules. Location in the general
geographical area of the project and knowledge of the locality of the
project. EXPLANATIONS OF SELECTION CRITERIA AND PERCENTAGES:
Professional qualifications necessary for satisfactory performance
(30%). Evaluation will be based on Professional Engineer
Registerations, civil engineering technician certifications and
Professional Land Surveyor Registerations. Please disclose all
personnel work experience, educational background and recognitions
associated with surveying. Specialized experience and technical
competence (25%). Evaluation will be based on the extent of directly
related experience in surveying, specialized education from
universities and accreditation as Registered Professional Engineer
and/or Registered Professional Land Surveyor with a minimum of five
years experience. Capacity to accomplish the work (15%). Evaluation
will be based on the number of personnel available in the discipline
described above, whether or not the discipline is employed in-house,
the quantity of existing work under contract and the schedules for
completion of existing work under contract. Past performance on
contracts with Government agencies and private industry (15%).
Evaluaation will be based on the quality and timeliness of performance
under previous contracts. Location in the general geographic area and
knowledge of the locality (15%). Evaluation will be based on the
proximity to Alexandria, LA, which is close to the center of the state
and the extent of previous work performed in the state of Louisiana.
Services will be calculated on a per hour basis. This will be a
fixed-price indefinite delivery order contract with a maximum total
contract award amount of $100,000. and a minimum fee of $20,000. is
guaranteed under the basic contract. INTERESTED AND QUALIFIED FIRMS
