ext 217. CH2M HILL, under its ARCS 5 Prime Contract with the U.S.
Environmental Protection Agency (EPA) Region V, is notifying
prospective offerors that an RFP may be issued approximately 60 days of
this Notice for remedial action services at the RSR Corporation
Superfund Site, Operable Unit No. 4, in Dallas, TX. The RFP will
provide for a competitively negotiated construction subcontract. The
successful offeror will act as general contractor under CH2M HILL's
prime contract. Technical qualifications will be weighted in accordance
with criteria set forth in the RFP. Price, which will not be separately
weighted, will be evaluated for cost realism. CH2M HILL intends to
limit the competitive range, based on the Federal Acquisition Reform
Act's concept of Efficient Competition, to the 5 highest ranked
proposals. A charge of $300 will be required to receive an RFP. A
pre-proposal conference will be held approximately two weeks after the
RFP is issued. Interested offerors are encouraged to attend. All
prospective offerors are hereby notified that the U.S. EPA has entered
into discussions with the Potentially Responsible Parties (PRPs) for
this site and the PRPs may elect to remediate the site with their own
resources, in which case this process may not lead to a subcontract.
The site is an abandoned secondary lead smelter located at the
southeast corner of Singleton Boulevard and Westmoreland Road. Primary
construction activities include the demolition of a smelter stack
without the use of explosives, demolition of approximately 85,000
square feet of buildings/structures, removal of soil and pavement, and
treatment and/or disposal of all waste material. The Record of
Decision estimates the total cost of remediation at $11.5M; responsible
offerors must be capable of providing bonding at this level. The RFP
will detail aggressive small and small disadvantaged business
subcontracting requirements and requirements for employment
opportunities for members of the local community. Prospective offerors
are instructed to express interest in the referenced solicitation no
later than 5:00 p.m., CST, July 1, 1996 by providing written
