Walling, Contract Specialist The U.S. Fish and Wildlife Service intends
to solicit and negotiate with only one source, Louisiana State
University, under the authority of FAR 6.302. The main objectives are
to obtain baseline data on the distribution and relative abundance of
neotropical and resident birds in the major habitats, determine the
nesting species, and reproductive success of the major habitats,
determine the effects of forest fragmentation on birds, evaluate the
affects of burning on avian abundance and breeding, comparison of bird
abundance and reproductive success in stands of different ages,
identifying causes of nest and egg loss, locating various habitats and
man-altered features, evaluate present land management, and prepare a
management plan. This notice of intent is not a request for
competitive proposal. Companies must submit a capability statement and
all pertinent information identifying the capability to provide the
required effort. Only written responses are acceptable. This
information will be considered only if it is clear and convincing
documentation, and is received by this office within 15 calendar days
after the publication of this notice. No solicitation document is
available. A request for documentation will not be considered an
affirmative response. The government will not be responsible to pay any
cost associated with preparing a response to this notice. A
determination by the government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
