A Cost-Plus-Award-Fee (vice CPFF) Contract is contemplated with a 2-year base period and two 1-year options. The Government will conduct a pre-solicitation conference at 9:30 AM, Monday, June 24, 1996, located at 2100 Washington Boulevard, Arlington, Virginia 22204. The Government's purpose is to provide an opportunity for industry to address questions and concerns regarding: (1) the clarity of the MSS requirements, (2) the use of an award fee contract, (3) the contract transition period, and (4) the Software Capability Evaluation. Any comments provided should not be viewed as a vehicle for presenting a specific approach or product intended to be proposed but as an opportunity to improve an eventual solicitation package. The Government believes industry comment is paramount to the success of this program and is receptive to any and all ideas from industry which would result in limiting unnecessarily constraining requirements, realizing cost savings, or highlighting potential technical or contractual problem areas associated with the effort. Current technical description information, including a revised draft statement of work, the current CLIN structure, and draft RFP Sections L (partial) & M, are posted to the BMDO Acquisition Reporting Bulletin Board (BARBB).
