Y -- PREQUALIFICATION OF FIRMS FOR CONSTRUCTION OF POSTAL FACILITIES Sol 332495-96-RE-014. Due 070896. Contact Point, Lawrence S. US Postal Service is seeking to prequalify firms in a New Construction Leased (NCL) Program within the states of New Jersey and New York. The Firm's Headquarters, Main Office or Regional Office must be located within a 100-mile radius of this office (see above). Firms who are selected as prequalified and placed upon the Prequalified List are eligible to be awarded bundles of facility construction projects on a competitive rotational basis under this program and will construct those facilities to Postal Service specifications and then lease each to the Postal Service for a twenty-five (25) year term. The facilities will revert to Postal Service ownership at the end of the twenty-fifth (25th) year. The facilities in each bundle will be grouped as closely as possible and will be located in the following counties: State of New Jersey: Essex, Hudson, Mercer, Monmouth, Ocean Bergen, Hunterdon, Middlesex, Morris, Passaic, Somerset Sussex, Union and Warren. State of New York: Bronx, Columbia, Delaware, Dutchess, Greene, Kings, Nassau, New York, Orange, Queens, Putnam, Richmond, Rockland, Suffolk, Sullivan Ulster and Westchester. The facilities to be constructed range from a minimum of approximately 1,000 square feet of net interior space, to approximately 6,500 square feet, with the majority falling between approximately 2,500 to 5,000 square feet in size. The list of prequalified firms all be in effect for two (2) years with a Postal Service option for a third (3rd year Extension. There is no minimum dollar amount per year, not number of facilities or bundles awarded per film per year. It is expected that a typical bundle will contain approximately five (5) facilities, with the maximum number of uncompleted facilitates that may be carried at one time by any firm limited to ten (10). Primary selection factors to be considered are the firm's developmental real estate and construction experience (include. References from past clients), project management capability (incl. company organization and workload capacity), credit history, financial stability, bonding capability and capability, and key staffing as further described in the Prequalification Statement Package. Prequalification Statements will be evaluated by a committee composed of members of the Contracting Officer's staff and all firms will be advised within sixty (60) days of the closing date as to prequalification status. A limited number of firms selected as being the most qualified (estimated at 6-10) will be placed upon the prequalification List. Submitted NCL Prequalification Statement Packages will not be returned. This is not a request for proposal. Further details can be found in the NCL Prequalification Statement Package.
