of ninety-two (92) acres with three (3) distinct requirements,
totaling a project contract area of fifty (50) acres. The first
requirement is the planting of the north marsh approximately seven (7)
acres with salt marsh vegetation (Pacific cordgrass and pickleweed).
This includes clearing, grubbing and disposal of any rudural species
within the north marsh area. The second requirement deals with the
south marsh and consists of selective clearing and grubbing of
identified exotic specimens as well as removal of garbage and debris.
Replanting of salt marsh vegetation in areas where the original
plantings of pacific cordgrass and pickleweed did not take is also
required. This area is approximately forty (40) acres. The third
requirement of this project is the planting of coastal sage scrub (CSS)
in areas between the north and south marsh as well as other sections
within the area where the elevation is above 6.0 ft MSL. The total area
of CSS planting is approximately 2.5 acres. All work will be done by
hand labor, with the exception of the clearing and grubbing necessary
for the CSS area between the North and South marshes. Establishment
irrigation will be necessary for the CSS planting areas, this will be
accomplished by water truck or above ground temporary drip irrigation.
In all portions of this project there exists vegetation which must be
protected in place. SIC Code is 1629, Heavy Construction, Except
Dredging, N.E.C., $17M average annual gross revenue for the last three
(3) fiscal years. The estimated cost range is $250,000 - $500,000.
Plans and specifications will be available on or about July 1, 1996 at
a cost of $8.00 bound in and $10.00 full non-refundable. All sources
may submit an offer. Small and disadvantaged firms are encouraged to
participate as Prime Contractors or as members of joint ventures with
other small businesses. In addition, all interested contractors are
reminded that the successful contractor will be expected to place
subcontracts to the maximum practical extent with small and
disadvantaged firms in accordance with the provisions of Public Law
95-507. Any contract awarded under this solicitation shall be made
pursuant to Public Law 100-656, Small Business Competitiveness
