Furnish all plant, labor, materials and equipment to replace kitchen
equipment at Building 209, U.S. Coast Guard Reserve Training Center in
Yorktown, VA with natural gas powered equipment. Work includes
removing and salvaging existing stack ovens, grills and deep fat
fryers. Also remove equipment utilities. Relocate mixer and service
sink. Provide natural gas powered equipment. Provide natural gas and
electrical connections to all new equipment. Supply drain lines and
steam supply lines for pressure steamer unit. Relocate existing service
sink and provide new connections. Provide new exhaust hood and all
required connections. Patch and repair any existing construction
disturbed during work. Contract performance time is 150 calendar days
from date of award. Estimated range is between $100,000 and $250,000.
Bid issue date is o/a 7/1/96 for a non-refundable fee of $10.00 per
set; requests will be honored until supply is exhausted. Written
requests for packages must be accompanied by certified check, cashier's
check or money order made payable to the U.S. Coast Guard. Telephone
Requests Will Not Be Accepted. A pre-bid conference/site visit will be
held o/a 7/16/96. This is an unrestricted procurement per PL 100-656,
Business Opportunity Development Reform Act of 1988. Offers will be
accepted from both large and small businesses. For the purpose of
determining size status, a small business is one whose average annual
receipts for the preceding three years does not exceed $17 million (SIC
1542). All responsible sources may submit a bid which shall be
considered by the U.S. Coast Guard. This Notice is for informational
purposes for Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
