of CBD Issue No. PSA-1601 on Thursday May 23, 1996 and corrected on
page 18 of CBD Issue No.PSA-1604 on Wednesday, May 29, 1996, the
Immigration and Naturalization Service, Deparment of Justice (Border
Patrol) plans to competitively award a three year contract (base year
plus two option years) for new light observation helicopters equipped
with a gas turbine engine designed specifically for the aircraft. The
fixed price commercial-item requirements contract will include
requirements for up to 15 helicopters per year deliverable within 12
months of receipt of order/award, plus overhaul, overhaul exchange or
new procurement of main components, pilot transition training and
mechanics'factory maintenance training, warranties, operating and
maintenance manuals, illustrated parts catalogs and provisions for
updates of the same, weight and balance data, special tools on as is
needed basis, and technical field support. The helicopter must: (1) be
new and of current design and production, with spare parts readily
available; (2) contain all current and applicable improvements with
airworthiness directives, service bulletins and service letters
completed and incorporated as of the date of delivery; (3) be FAA
certified as a normal category helicopter, all accessories installed to
meet mission specifications to be FAA approved by a Supplemental Type
Certification (STC) or under a ''337'' Field Approval; (4) meet the
following minimum performance criteria: (a) Normal patrol at 40-60
knots true airspeed/capable of accelerating to 130 knots true airspeed;
(b) hover out of ground effect on a standard day at maximum gross
weight at a minimum of 6000 feet density altitude; (c) have a reserve
internal load capacity of a minimum additional 400 pounds with full
fuel, oil, and accessories without exceeding the certified gross weight
of the aircraft; (d) have an endurance at normal patrol speed and
normal operational weight not less than 2.0 hours and the ability to be
equipped with an auxiliary fuel tank which will increase minimum
ocerall endurance to 4.0 hours at normal patrol speeds or 3.5 hours
minumum at pursuit speeds without exceeding standard passenger, pilot
and cargo enter of gravity limits both laterally and fore and aft; and
level fly over noise levels should not exceed 84 decibels, measured
from 500 feet above the ground. Aircraft design should permit min to
max indiscriminate cabin loading without having to move components or
using any movable ballast to keep within certified flight limitations.
Consideration must be given to mission equipment and crew profiles,
i.e., 2 pilots with max fuel, 1 pilot with max fuel, 2 pilots with max
fuel, FLIR and FLIR Operator, and 1 pilot with 3 passengers. The gas
turbine engine shall permit instant starting without the use of
external power and, shall be capable of using JP-4. JP-5, ASTM-1655,
Type A, A1, and B fuels. A fuel filter kit to eliminate the need for
fuel additives when the ambient temperature is below 40 degrees
Fahrenheit, an engine wash kit, an automatic turbine re-ignition system
and an engine particle separator with mist eliminator (if required)
shall be installed. Normal seating for the crew compartment shall
consist of 2 pilot/co-pilot seats with no configuration in the front
for a third seating. The area betweenthe pilot and the co-pilot shall
be utilized for accessoriesand avionics equipment. Dual controls will
be provided. the rear passenger compartment shall have a minimum of 2
seats. All seating positions shall be provided with seat belts, with
metal buckle design and shoulder harnesses. A heat/defogger system and
fresh air ventillation shall be installed. An exterior keyed lock
shall be provided for all doors. The solicitation will be available for
release on or about 30 June 1996. Proposals in response to the
