The contract will acquire MCU long lead items, remaining MCU items, Navigation Upgrade kits, Satellite Communications (SATCOM) kits, partial provisions for the Cooperative Engagement Capability (CEC), partial provisions for Vapor Cycle, installation and testing of all of these, and technical and financial data. In addition, options will be included for Standard Depot Level Maintenance (SDLM), wing center modifications, interim supply support, spares, technical OPEVAL support, and training. The Government does not own the Level III drawings for each resident subsystem within the aircraft in order to allow for full and open competition for this procurement. As the designer and sole manufacturer of the E-2C aircraft, Grumman is the only firm with the tooling, requisite skills, knowledge of each resident subsystem, and documentation capable of completing the integration of this complex system into existing E-2C aircraft within the required timeframe.
