is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement is
the only solicitation; proposals being requested and a written
solicitation will not be issued. Solicitation number N00421-96-Q-1031
is issued as a Request for Quote (RFQ). The incorporated document and
provisions and clauses are those in effect through Federal Acquisition
Circular 90-37 and Defense Acquisition Circular 91-9. This action is
100% set aside for small businesses. The applicable SIC is 3861 and the
small business size standard is 500 employees. The contract line item
numbers are as follows: CLIN 0001-DIGITAL CAMERA SYSTEM (5 EACH), CLIN
0002- 105 MB HARD DRIVE ON PCMCIA TYPE III (5 EACH), CLIN 0003- ZOOM
LENS 100-500mm f5.6 (5 EACH), and CLIN 0004-ZOOM LENS 28-70 mm f2.8 (5
EACH), and CLIN 0005-ZOOM LENS 70-210 mm f2.8 (5 EACH). SOW: 2.1
DIGITAL CAMERA PERFORMANCE CHARACTERISTICS. The contractor shall
provide a digital camera for the still capture of high-quality images
with a resolution of 1.5 million pixels (1524x1012 pixels). Digital
camera shall be capable of supporting removable image storage media via
a standard PCMCIA type III slot (PMCIA-ATA compatible) for operation
with a commercially available hard disk or a RAM (flash memory) card.
The digital camera shall be capable of transferring digital images to
a DOS-based computer using MICROSOFT WINDOWS software. The digital
camera shall have a built-in micophone that allows for the sound
annotation of individual images with telephone-quality sound. Each
sound file shall be associated with the image preceding the recording;
or, with the first image if recorded before shooting. Once recorded,
the sound file shall remain with its respective image, regardless of
the storage medium or wherever it may be transferred. The digital
camera shall be capable of capturing up to 1,000 images per full charge
in battery operation. An AC battery charger/adapter shall be provided
with the digital camera. Specific performance characteristics of the
digital camera system are as follows: a) Key Functions: SLR operation
and Camera body to accept all F-mount lenses, b) Resolution: 1.5MP
image size (1524x1012 pixels), c) Image Storage: Removable hard drive
or RAM (flash memory) and card (PCMCIA-ATA) compatible, d) Dynamic
Range: 12 bits per RBG color and ISOs from 50 to 400 (color), e) Image
Dimensions: M5 14 mm x 9.3 mm, f) Host Interface: SCSI, g) Flash: Hot
shoe or other external flash compatible, h) Continous Frame Capture
Rate (Burst): equal or nearly equal to 2 images/sec for 5 frames and
equal or nearly equal to 1 frame every 3 secs after burst, i) Battery
Capacity: 1,000 images per charge minimum, j) Voice Recording: 3 min
equal or nearly equal to 1.5MB, k) AC Adapter/Battery Charger: 115 Vac
and 220 Vac nominal; 50/60 Hz CSA, TUV approved, l) FCC: Class B
certified, m) Technical Data: User's Guide. SOW: 2.2 105 MB HARD DRIVE
CLIN 0002- 105MB HARD DRIVE: Contractor shall provide a 105MB hard
drive compatible with the digital camera and have the following
performance characteristics as follows: a) Capacity: 105 MB, b) Type:
PCMCIA Type III (10.5mm), c) MTBF: Equal or greater than 300,000, d)
Operating Shock Resistance: Equal or greater than 100G, e)
Non-Operating Shock Resistance: Equal or greater than 300G, f) Weight:
Equal or less than 1 lb., g) Technical Data: User's Guide. SOW: 2.3
LENSES-CLINs 0003-0005, respectively: Contractor shall provide the
following zoom lenses, with hoods, which shall be form, fit, and
function compatible with the digital camera body provided above: SOW:
2.3.1 Zoom Len-CLIN 0003: 100-500mm,f5.6, SOW: 2.3.2 Zoom Lens-CLIN
0004: 28-70mm, f2.8, SOW: 2.3.3 Zoom Lens-CLIN 0005: 70-2100mm, f2.8d.
This procurement shall be F.O.B Destination and be delivered to
Receiving Office, NAWCAD Patuxent River, Villa Rd., Bldg. 115, St.
Inigoes, MD 20684-0010, M/F: Dennis Lyons (Code 4.5.8.4.2). The
contractor shall deliver CLINs 0001-0005 with original equipment
manufacture operators/maintenance manuals listed on the Contract Data
Requirements List (CDRL) within 30 days after award of contract.
Responses with delivery schedules outside the 30 day time period shall
be considered non-responsive. Inspection and acceptance shall be made
at destination FAR 52.212-1 Instructions to Offerors--Commercial Items
(Oct 1995) is incorporated by reference and applies to this
acquisition. The provision 52.212-2 Evaluation--Comercial Items (OCT
1995) does not apply to this acquisition. In lieu, the following
information will will be used for evaluation of offerors: an award
shall be made to that responsible offeror submitting descriptive
literature (See FAR 52.214-21) (i.e., brochures) and offering the
lowest evaluated price (Low Cost/Technically Acceptable). Price shall
be the deciding factor. To be considered technically acceptable, the
offeror's descriptive material must be evaluated as technically
acceptable for each of the requirements listed above. Technical
acceptability will be determined solely on the content and merit of the
descriptive literature submitted in response to this provision.
Therefore, it is incumbent on the offeror to provide sufficient
technical literature, documentation, and et cetera in order for the
Government to evaluate the technical acceptability of the offeror's
product. The offeror shall provide information confirming the price
quoted (e.g., current catalog prices or price list). Firms are
encouraged to submit several offers for different brands and models in
accordance with SPECS and SOW. A written notice of award or acceptance
of an offer, mailed, faxed, or electronically mailed to the successful
offeror within the time for acceptance specified in the offer, shall
result in a binding contract without further action by either party.
Before the offer's specified expiration date specified, the Government
may accept an offer (or part of an offer), whether or not there are
negotiations after its receipt, unless a written notice of withdrawal
is received before award. Each offeror shall include a completed copy
of the provision at FAR 52-212-3, Offeror Representations and
Certifications--Commercial (OCT 1995) with its proposal. FAR 52.212-4
Contract Terms and Conditions--Commercial Items (OCT 1995) is
incorporated by reference and applies to this acquisition. The clause
at 52.212-5 Contract Terms and Conditions Required to Implement
Executive Orders--Commercial Items (JAN 1996) is incorporated by
reference, however, for paragraphy (b) only the following clauses apply
to this acquistion as follows: 52.203-6 Restrictions on Subcontractor
Sales to the Government, with Alternate 1 (OCT 1995), 52.203-10 Price
or Fee Adjustment for Illegal or Improper Activity (SEP 1990), 52.219-8
Utilization of Small Business Concerns and Small Disadvantage Business
Concerns (OCT 1995), 52.222-26 Equal Opportunity (APR 1984), 52.222-35
Affirmative Action for Special Disabled and Vietnam Era Veterns (APR
1994), 52-222-36 Affirmative Action for Handicapped Workers (APR 1994),
52.222-37 Employment Reports on Special Disabled Veterans of the
Vietnam Era (JAN 1988), and 52.225-3 Buy American Act--Supplies (JAN
1994). Additionally, each offeror shall include a completed copy of
DFAR Supplement (DFARS) provision 252.212-7000, Offeror Representations
and Certifications-Commercial Items (NOV 1995). DFAR 252.212-7001(a),
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial Items
(NOV 1995) is incorporated by reference. DFAR 252.227-7032, Data
Requirements (OCT 1988) is incorporated by reference. CONTRACT DATA
REQUIREMENTS LIST (CDRL)--The Government requires that one data item be
provided. This data item shall be titled ''Operation/Maintenance
Manual'' and may be submitted in contractor format. This CDRL requires
the contractor to deliver one Original Equipment Manufacture
Operators/Maintenance Manual (5 Manuals Total-See CLINs). This CDRL is
a one time only requirement and shall not be separately priced.
WARRANTY--The contractor shall extend to the Government full coverage
of any standard commercial warrenty normally offered in a similar
commercial sale. Acceptance of the warrenty does not waive the
Government's right with regard to the other terms and conditions of
this contract. In the event of a conflict, the terms and conditions of
the contract shall take precedence over the warrenty. The warrenty
period shall begin upon award of contract of items listed in the
schedule. This is a DO rated contract. Quotes with descriptive

Division, Patuxent River, MD 20670-5304, by 2:30 P.M. EST 11 July 1996.
All questions in regard to this RFQ are due by 2:30 P.M. EST 25 June
1996. Questions submitted after the established time and date shall not
be answered. All questions submitted at or before established time
shall be addressed in a future amendment to be published in the
Commerce Business Daily. All responsible sources may submit a proposal
which shall be considered by the agency. The government anticipates an
