IAW TRD, Hardware IAW contractor generated SOW and Software IAW
contractor generate SOW. The objective of the Deficiency Analysis and
reporting System is to design and develop software that will accomplish
three functions for the AGM 130 Program; (1) provide an intuitive data
entry method for data from standard Quality Deficiency Reports (QDRs),
Material Investigation Projects (MIPs), and Ammunition Disposition
Requests (ADRs), (2) generate graphical and textual reports of the
results of searches, and (3) monitor opened QDRs, MIPs, and ADRs to
assist in managing test schedules as well as determining product
improvement requirements. This system will be used to identify and
monitor anomalies and deficiencies to ensure mishap prevention efforts
are adequately addressed. Delivery: 9 weeks after award of contract
Destn: IAW TRD The Air Force received an unsolicited proposal from
Telescan and found it to be technically sound as it would automate an
antiquated manual deficiency tracking system. The approximate
issue/response date will be 01 Jul 96. The anticipated award date will
be 23 Jul 96. Written procedure will be used for this solicitation.

numbers requested per letter to not more than 10. Don't request
information on this requirement until after the issue date. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor, concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
