Phyllis McMeekin, Contracting Officer, (202) 219-6445. The Employment
Standards Administration, Office of Workers' Compensation Programs,
supporting the Panama Canal Commission (PCC), intends to enter into a
contract with William M. Mercer Inc., of New York City, for the annual
actuarial study to estimate the PCC's expected liability for workplace
injuries under the Federal Employees' Compensation Act as of December
31, 1999. The Mercer company conducted this study under contract
directly with the PCC for previous years, following a competitive
procedure. The Department anticipates that a competitive solicitation
will be issued during the next fiscal year for the final years of
operation, through December 1999. The instant contract is for 1996
only, and is to be completed prior to October of this year. The
estimated cost to the Government is $35,000. This notice is for
