FACILITIES, DELIVERY ORDER CONTRACT (DOC) SOL 263-96-P(HJ)-0226 POC

National Institutes of Health (NIH) plans to enter into a Delivery
Order Contract for construction projects for small to medium sized
alteration, repair, and modernization projects on the NIH campus in
Bethesda, Md., the NIH Animal Center in Poolesville, Md., and the other
NIH controlled buildings in the Washington metropolitan and Baltimore
area. The contract type will be fixed price, indefinite quantity,
similar to the Army Job Order Contract (JOC), the Air Force Simplified
Acquisition Base Engineering Requirements (SABER) contract, and the
NASA Goddard Space Flight Center Delivery Order Contract (DOC). The
proposed contract will have aone (1) year base period with four (4),
one-year options. The anticipated, maximum dollar value for the base
year and for each of the option years is $20,000,000.00, making the
anticipated maximum cumulative total value of the contract
$100,000,000.00. The guaranteed minimum dollar amount for the base year
is $1,000,000.00. The maximum individual order limitation is
$700,000.00 and minimum is $10,000.00. The estimated percentage of
dollar categories for delivery orders against the contract are as
follows: Less than $100,000 = approximately 74 percent, $100,000 -
$250,000 = approximately 17 percent: $250,000 - $700,000 =
approximately 9 percent. The estimated type of work, by percentage are
the following: General and Miscellaneous Alterations (mechanical
rooms, utilities, public space, etc.) = 36 percent, Office Space = 28
percent, Laboratory Facilities and Areas = 15 percent, Animal Areas =
13 percent, Patient Care Facilities and Areas = 5 percent, Residential
Areas = 3 percent. These are anticipated percentages based on
historical data and are not necessarily what actually will be
experienced under this contract. The Contractor shall provide all
management, supervision, labor, materials, tools, and equipment for
complete and total performance of the executed orders against the
contract. After award, the individual request for proposals will set
forth the quantities and the corresponding unit price (R.S. MEAN'S BARE
COSTS ONLY). The unit price will be multiplied by the appropriate
coefficient factor (which includes all other costs, i.e., management,
supervision, tax, overhead, profit, etc.). The unit prices are to
remain constant during each one year period of the contract. The unit
prices will be adjusted annually based upon the bare cost values in the
current R.S. Mean's Facilities Cost Data Book. BASIS OF AWARD:
Proposals will be evaluated on the basis of two separate categories:
Technical (Phase I) and Price (Phase II). Offerors are directed to
submit a separate technical proposal responding to the technical
evaluation criteria and a separate price proposal consisting of four
(4) numerical coefficients to be applied against the BARE COSTS of the
unit price listings covering all work contained in the detailed
specifications. The specifications include approximately 35,000
pre-priced individual construction tasks in accordance with the R.S.
Means Facilities Cost Manual dated 1996 and an attachment of additional
construction tasks with BARE COSTS unit prices for those tasks not
included in the Means Manual. PHASE I - Technical Evaluation Criteria
= 75 POINTS: (I) Area A: Offerors Project Management Ability as
evidenced in the following areas: (40 points). (a) Item 1: Demonstrated
experience in a high volume Fixed Unit Price, Indefinite Quantity,
Delivery Order Contracting (DOC) similar with the Army's Job Order
Contracting (JOC), the Air Force Simplified Acquisition Base
Engineering Requirements (SABER) or the NASA Goddard's Delivery Order
Contracting. Volume of work per year shall be in the range of
$5,000,000.00 to $10,000,000.00 per contract. (b) Item 2: List of
proposed management staff, their backgrounds, experience, and their
respective positions with regard to this proposed contract, Identify
the qualifications of the contractor's overall project manager (single
point of contact) and other key individuals. Show how the proposed
individuals have ability to manage a project of this type. (c) Item 3:
Demonstrated ability to coordinate construction activities including
the use of multiple sub-contractors on multiple projects. This
criterion relates to the interaction between the prime contractor and
his sub-contractors, as well as the prime contractor's ability to
coordinate and manage subcontracting firms. (d) Item 4: Demonstrated
ability to plan to meet Government's response time needs by adequately
staffing the project as work increases. (e) Item 5: Proposed
construction quality control plan. Specify structure, number and
background of personnel, and reporting procedures. (II.) Area B:
Offerors Subcontracting Support Capability as evidenced by the
following: (20 Points). (a) Item 1: Ability to minimize response time
between your organization and your subcontractors. Commitment time on
when your organization submits Delivery Order Proposals following
receipt of Request for Proposals, as well as your organization's
commitment time for actual mobilization and startup following receipt
of Notice to Proceed (NTP) for projects in the following dollar cost
ranges: Commitment times shall be based on working days. $10,000 -
$50,000_days, $50,001 - $100,000_days, $100,001 - $250,000_days,
$250,001 - $500,000_days, $500,001 - $700,000_days (b) Item 2: List of
proposed subcontractors to be used in this contract, their specialty,
addresses, phone numbers and contacts. (c) Item 3: List of previously
used subcontractors, their specialty, addresses, phone numbers and
contacts. Indicate Prime's experience with each subcontractor by
listing dates, construction value of subcontractor work effort and
project locations. (d) Item 4: Percentage of work to be performed by
sub-contractors. Rationale for that degree of subcontracting. (III)
Area C: Offerors construction experience/performance as evidenced by
the following: (15 Points). (a) Item 1: Listing of all projects by
title and contract number which you have completed within the last
three years to include cost, duration dates, owners, contact point and
telephone number on individual projects, in the following areas of
work: (1) Hospital/Patient Care Unit, (2) Laboratory/Research
Facilities, (3) Animal Holding Facilities, (4) Office and Public Space,
(5) Utilities, (6) other. (b) Item 2: Demonstrated ability to
manage/construct multiple small ($10,000 - $700,000) scale
alteration/renovation projects simultaneously. This criteria relates to
the firms ability to manage multiple projects simultaneously. (c) Item
3: Roster of in-house workforce with their resumes coordinated with
Section C, C.2 (Scope and General Requirements), page C-1. PHASE II -
Cost Evaluation Criteria = 25 Points. The four (4) bid factors
(numerical coefficients) will be combined in the ratio of anticipated
work performed during ''normal work hours'' and ''other than normal
work hours.'' BOND REQUIREMENTS: Payment and Performance Bond
requirements shall be in accordance with FAR requirements for the
minimum guaranteed amount of $1.0 Million and subsequent increments of
the same amount when the existing base bond amount ($1.0 Million) or
increments thereto reach the unused level of $700,000. The solicitation
period for this acquisition will be 60 calendar days from the date of
this announcement. A pre-proposal conference and site visit are planned
for approximately the midpoint of this solicitation period, the exact
date and time will be specified in the RFP. Interested offerors are
urged to attend but attendance is not mandatory. Due to space
limitations, attendance will be limited to two (2) personnel per
contractor. Reservations MUST be made at leave five (5) working days in
advance by contacting the Contracting Officer. This solicitation is
under full and open competition. Specifications will be available at
the address listed above on or about July 1, 1996 at a nonrefundable
cost of $200.00 per set. Certified, cashier checks or money orders ONLY
will be accepted and shall be made payable to NATIONAL INSTITUTES OF
HEALTH. Company or personal checks WILL NOT BE ACCEPTED FOR PAYMENT.
Specifications will be available for inspection without charge during
normal working hours, at the National Institutes of Health,
Acquisitions Branch C, Building 13, Room G-800, 9000 Rockville Pike,
Bethesda, Maryland 20892. All responsible sources may submit an offer
which will be considered. NO FURTHER INFORMATION CONCERNING THE PROJECT
AS STATED HEREIN WILL BE AVAILABLE UNTIL THE ISSUANCE OF THE RFP, AT
WHICH TIME, ALL INTERESTED FIRMS SHOULD REQUEST THE RFP IN WRITING from
