AUTOMATED HEMATOLOGY ANALYZER. SOL W23MYC-6075-N029 POC Contract

Government intends to award a contract to Abbott Laboratories, One
Abbott Park Road, Abbott Park, IL 60064 for the rental of an Abbott One
Cell-Dyn 3500SL Automated Hematology Analyzer for a Base Year and Four
Option Years. The contract will also entail a maintenance contract and
delivery of various reagents. This synopsis captures the performance
requirements of the Government which only the Abbott Cell-Dyn can
perform totally. The performance specifications are: (a) The Hematology
Analyzer must have Veterinary capabilities that allow for the setting
and saving of specific instrument gains and limits for numerous animal
species (to include at a minimum: mice, rats, guinea pigs,
monkeys-Aotus, African Green, and Rhesus, goats, sheep, cows, and
horses). The analyzer must be able to accurately determine the Red
Blood Count (RBC), Platelet Count, White Blood Count (WBC) and 5-part
Differential in each of these species; (b) Analyzer must be capable of
analyzing any of the above listed animal species with minimal work
stoppage to set/reset controls; (c) Must have internal validation
system utilizing two independent technologies to validate every WBC
reported. The combination of the two methodologies used must accurately
minimize the interference caused by abnormalities such as nucleated
RBC's and osmotically fragile cells (''smudge cells''), and clumped
platelets; (d) must have an accurate method for eliminating
interference from lyse-resistant RBC's in WBC determinations thereby
eliminating the need for a manual count to correct for lyse-resistant
RBC's; (e) Must measure each leukocyte subpopulation directly (not
calculated by adding or subtracting one fron another), (f) Must use
volumetric metering; (g) Calibration factors of animals must be
automatically updated whenever the calibration factors for human
samples are changed eliminating the need to run controls for individual
species; (h) Operator must be able to perform calibration on all
measured parameters from whole blood calibrator and the system must
afford the ability to either have the calibration factors calculated
automatically or entered by the operator; (i) Must be able to store
patient data to include histograms and scatter plots (8,000-10,000
records) on analyzer; (j) Must have a minimum of 10 QC files for
flexible quality control; (k) Must be multi-tasking with the ability to
access or print data even when the system is performing other
functions; (l) Must display suspect flags; (m) Must have color printer
depicting individual cell populations for ease of interpretation; (n)
Must be a self-contained, countertop unit without any external power
or pneumatics modules; (o) Must have internally and externally
self-cleaning sample probe in both primary and secondary modes to
eliminate biohazard; (p) Must utilize a laser bar-code reader; (q) Must
utilize counter rotational mixing in the automatic sample mode to
ensure complete mix of the specimen; (r) Must have a RS232 interface
that is capable of a bi-directional interface with the DOD CHCS system;
(s) Must be fully-integrated, software driven unit with a 3.5'' high
density disk drive for ease of software update and/or data (patient,
animal, QC, etc) download; (t) Must provide on-site technical support
at the time of installation and for the duration of the start-up. Any
firm who proports to be able to furnish an analyzer which does meet
every specification/performance requirement identified herein must
respond to this synopsis within 15 calendar days and must provide in
writing clear and convincing evidence of its abilities to perform every
