THE SCANNING ELECTRON MICROSCOPE SYSTEM FROM THE SYNOPSIS PART 1 AND
PART 2 ARE AS FOLLOWS: Item 3. The contractor shall provide an X-ray
Energy Dispersive Spectroscopy Systemcompatible with Item 1 and shall
have the following features and0 capabilities; A. X-rayDetector, 1.
Design of the x-ray detector shall provide an x-ray collection geometry
of aminimum eighteen (18) degree take off angle and 0.15 steradians
solid angle on a thirty (30) millimeter square active area detector
crystal. 2. X-ray detector shall have an energy resolutionbetter than
139 eV at manganese K alpha and 1000 counts per second. X-ray detector
shall be capable of detecting boron. 3. X-ray detector shall include
an automatic motor driven mechanism for placing the detector in the
analytical position. Design shall prohibit x-ray detector from damaging
STEM. 4. The x-ray detector shall be automatically protected from high
flux x-ray bombardment above 100,000 counts per second by a motor
driven device behind a tungsten shutter. Reinsertion of the x-ray
detector shall be provided by remote control. 5. X-ray detector shall
be temperature cyclable, and can be kept at room temperature when not
in use with no loss of performance. 6. X-ray detector shall in no way
degrade the imaging performance of STEM in both the analytical position
and retracted position. B. X-ray Analyzer/Computer: 1. The X-ray Energy
Dispersive Spectroscopy System shall include an Apple Power Macintosh
computer with a minimum of a 100 mHz processor, 48 Mb of memory, 1.4 Mb
floppy drive, 1.2 Gb hard drive, removable 1.0 Gb drive, CD-ROM drive,
network capability, keyboard, trackball, color ink jet printer, and a
seventeen (17) inch color monitor. 2. Application software shall be
included for x-ray spectra acquisition and analysis. Full qualitative
and quantitative software shall be included with ZAF, Phi Rho Z, and
thin film matrix correction algorithms. 3. Application software shall
be included for electron pattern interpretation and analysis. 4.
Hardware and software for STEM interface and beam control shall be
included. Digital image TV-rate frame capture, slow scan collection,
display, image enhancement, image archiving, x-ray dot mapping, image
analysis and measurement shall be included. Item 4. Installation and
Training 1. Contractor shall furnish all labor, material, tools,
transportation, and lodging for installation and will provide a list of
installation site requirements for the system to the Contracting
Officer at least 2 weeks prior to delivery. 2. Contractor shall provide
at least 1 set of operation and software manuals including electrical
and mechanical drawings for the system. 3. After installation of the
system, the Contractor shall demonstrate system performance meets all
specifications listed above. 4. Installation shall include alignment of
Imaging Filter at 200 KV and at one additional voltage specified by the
Government during installation. 5. The Contractor shall furnish a
minimum of forty-eight (48) hours of on-site training of the operation
and maintenance of the System upon completion of the installation of
the system. Delivery to Cleveland, OH 44135. The F.O.B. and acceptance
point is NASA Lewis Research Center, Cleveland, OH 44135. Delivery
shall be made on or before September 6, 1996. Offerors must include a
completed copy of Standard Form (SF) 1449, Solicitation/Contract/Order
for Commercial Items, with their offer. The provision at FAR 52.212-1,
Instructions to Offerors - Commercial, applies to this acquisition.
Award will be made to that responsible offeror, 1) whose offer meets
all requirements in the specifications, 2) who proposed price is
determined to be the lowest overall cost to the Government, and 3)
whose past performance record is satisfactory. Offerors must include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications Commercial Items, with their offer.
