The Vis/NIR laboratory at Wright-Patterson AFB OH has a need to measure the optical spectra of experimental optical filters and devices in the laboratory, the spectral response of aircraft displays in the field, and the performance of night vision goggles at extremely low light levels. These types of measurements require an instrument that can measure wavelengths to an accuracy of (0.05 nanometer (nm) at light levels from near daylight down to overcast starlight. The spectral range extends from 380 nm to 930 nm (requiring the low light level capability) with extended coverage out to 1700 nm with a reduced sensitivity allowable. The instrument will need to provide software selectable capability: 1) up to 8 resolution bandpass exit slits, 2) up to 3 diffraction gratings and up to 3 detectors. The instrument will need to be able to make polarization independent measurements. For field use, the instrument will require a telescopic fiber optic and will have to exhibit a degree of portability. The field use is envisioned to be possible using an electrical power inverter rather than batteries. The instrument will need to maintain calibration when using manufacturer provided interchangeable accessories, especially when being used in the field. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This solicitation no. F33601-96-R-0131 is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 36. The associated Standard Industrial Code (SIC) for this procurement is 3827 and the small business size standard is 500 employees. Contract line item number (CLIN) 0001 is one (1) each Optical Spectrum Analyzer System; Clin 0002 is one (1) each system installation; clin 0003 is one (1) each day on-site training; clin 0004 is a 12 month warranty including parts and labor. Delivery is required within 90 days after contract award, FOB destination to Wright-Patterson AFB OH. The following FAR provisions apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors-Commercial. The offer must be held open for 120 days; 52.212-2 Evaluation-Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (i) technical capability of the item offered to meet the Government requirements; (ii) past performance; (iii) price; in descending order of importance. Technical and past performance, when combined, are significantly more important than price.
