66 -- MODULATED DIFFERENTIAL SCANNING PHOTO CALORIMETER SOL 51SBNB6C9204 DUE 070896 POC Keith Kennedy (301) 975-6325/Contracting Officer, Phyllis Bower (301) 975-6336 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This annnouncement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 37. The Government shall accept bids from any responsible offeror. The SIC Code is 3826 and the small business size standard is 500 employees. The Government seeks one each modulated differential scanning photo calorimeter (DSC). This calorimeter shall provide total heat flow, heat capacity, reversing heat flow, and nonreversing heat flow signals for real-time display using Fourier transform deconvolution of the signals during the experiment. All signals shall be stored in a single data file. Heat capacity measurements must not require a prior baseline scan to be subtracted from the product scan. The calorimeter shall enable temperature reproducibility of plus or minus 0.05 degrees C or better, temperature sensitivity of 0.2 micro-W without data smoothing, heating rate of 0.01 to 10 degrees C per minute, temperature modulation with an amplitude of plus or minus 0.01 to 3 degrees C per minute and a frequency of 10 to 100 s applied over a linear heating ramp or an isothermal profile. Sample and reference should share common furnace. Sample temperature must be real, not calculated or based on furnace temperature. The calorimeter also requires the following: DSC cell in modulated mode capable of -75 to 400 degrees C temperature range; calibrated dual flow meters for purge gas regulation; quench cooling accessory for DSC; refrigerated DSC cooling accessory for programmed cooling of the cell from -70 to 400 degrees C without the need for external coolants; differential photo calorimeter accessory to operate in the UV-visible light range of 285 to 600 nm and include a selection of cut-off filters; preheated active (not passive) purge gas control, color printer for hardcopy data ouput, instrument system to include installation, calibration, one year full warranty, training and hotline telephone support. Delivery FOB destination and acceptance 60 calendar days from award to: National Institute of Standards and Technology (NIST), Bldg 301 - Receiving Room, Gaithersburg, MD 20899-0001. The provision at FAR 52.212-1, Instruction to Offerors--Commercial, applies to this acquisition, plus the following addenda: FAR 52.214-21, Descriptive Literature. The Government will award a contract resulting from this solicitation to the responsible bidder whose bid conforming to the solicitation will be most advantageous to the Government, considering both price and technical acceptability, as demonstrated by descriptive literature. Bidders shall include a completed copy of the FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their bid.
