requires the use of a Stable Isotope Ratio Mass Spectrometer (SIRMS).
The Agency anticipates procuring this instrument as a sole source
requirement. Only contractors providing documentation in support of
their claim of capability to produce the equipment with the
characteristics as described below need respond. All other requests for
the RFP will not be honored. The instrument is targeted for the
characterization of stable isotopes in aqueous matrices. The near-term
applications will involve surface water and ground water interaction
processes; point and non-point source identification; and water supply
tracing. This instrument will be a key component of a isotope
hydrology laboratory. The SIRMS must consist of a magnetic sector
analyzer, electron impact ion source, vacuum system with turbomolecular
pumps, electromagnet, digital mass selector, high voltage supply,
pressure gauges, instrument control panel, multielement collector
system, dual viscous inlet system, HD collector, CO2/H2/H2O
equilibration device, water recirculator, multiport system, tube
cracker system, microvolume inlet system, workstation for spectral
interpretation and system control, and a printer plotter for data
recording and graphics plotting. The CO2/H2/H20 equilibration device
must be fully automated and utilize a platinum coated hydrophobic
porous resin as the H2 catalyst, and be an integral modular component
of the mass spectrometer. Performance for oxygen-18/oxygen-16 should be
(0.05 per mil and hydrogen/deuterium should be (1 per mil. Literature
in support of the required instrumentation should be provided to V.
