This is a notice of intent from the Naval Research Laboratory (NRL) to contract on an Other Than Full And Open Competition basis to Air Products and Chemicals, 7201 Hamilton Blvd., Allentown, Pennsylvania in accordance with Numbered Note 22. The requirement is for delivery of Bulk Liquid Nitrogen, Technical, Type II, Grade B, 99.50% Purity, Low Moisture Content to tanks owned and operated by Air Products and Chemicals. Air Products and Chemicals is the only company authorized to fill their own tanks on-site at NRL. The lead time it would take to dismantle these tanks and replace with other contractor-owned tanks would severely jeopardize ongoing research projects requiring nitrogen gas.
