are being sought for a commercial, off-the-shelf (COTS) lightweight
mine clearance blade for integration with a M-113A2/3 Armored Personnel
Carrier (APC) for wide area removal of scatterable mines/submunitions
on hard (paved) or soft (unpaved) airfield surfaces in support of
Explosive Ordnance Disposal (EOD) programs at the Air Base Systems
Division (ASC/VXO) of the Weapons, Air Base, and Range Product Support
Office. If funding is available, the government intends to purchase at
least 12 blades over a two year period beginning in 1998. The mine
clearance blade, integrated with the APC, will be designated the Rapid
Ordnance Removal System (RORS). In addition to land, sea, and rail,
the RORS must be air transportable by C-130 aircraft. The RORS mine
clearance blade must be able to withstand the effects of repeated
explosive detonations without injury to the operator or damage to the
vehicle. The RORS must be capable of removing large quantities of
submunitions and area denial mines intermixed with moderate amounts of
rubble and ejecta. The blade should be easily installed and removed by
an operator and one assistant, and be easily maintained and repaired in
the field. It is anticipated that existing technologies and products
can satisfy the above requirements. Sources are invited to provide
technical information, technical data/fact sheets, test data,
maintenance data, or any information on existing products that would
fulfill this requirement. Respondents are required to provide: name of
point of contact with address, phone number, fax number, and e-mail or
internet address, current production capability, and describe customer
base. This information should be received within 45 days of the
publication of this notice. All timely information received will be
considered. All respondents should specify if they are considered a
large business concern, small business concern, small-disadvantaged
business concern, 8(a) concern, or women owned business concern.
Respondents should also indicate if they are a U.S. or foreign owned
