Phillips Laboratory is conducting a market survey to identify all
qualified sources who are capable of immediate performance of on-going
research projects, currently being performed by Rockwell Power
Systems. The current contract is a joint effort between Air Force Space
Command (AFSPC) for Operations and Maintenance (AFSPC) and Research and
Development efforts (PL) at the MSSS. This market survey is strictly
for the R&D CLINs on the contract. The contractor will be required to
augment several continuing task orders on the existing contract by
providing additional program management, integration, test and
configuration management for the Advanced Electro-Optical System
(AEOS), and support to visiting experimenters at the Maui site. The
AEOS integration includes providing review support to the development
of the AEOS subsystems identification and control of interfaces between
internal AEOS subsystems and external connections to AEOS, maintaining
the Master Interface Status Matrix and Interface Status Records,
coordinating the completion of all AEOS ICDs and performing interface
design audits to ensure that hardware and software interfaces comply
with the authenticated ICDs. It also includes the planning and
management of the installation, integration and test schedules for the
AEOS subsystems, providing specialty engineering support during the
AEOS integration, and definition of integrated system tests to validate
AEOS system performance requirements. A supplemental agreement to the
existing contract is planned on a sole source basis in accordance with
FAR Subpart 6.302-1(a)(2)(iii). The contemplated effort is for 225,250
additional hours within the term of the current contract. If a new
contract is awarded, it will be priced as a Cost Plus Award Fee (CPAF)
level of effort contract. The security classification is expected to
be Top Secret. Continued contract coverage is required to perform
on-going research projects. Potential offerors must provide
unclassified information indicating their capability to begin
performance immediately upon contract award to meet program targets and
schedules. The AEOS integration efforts are currently in process and
will continue through FY97. Foreign firms are advised they will no be
allowed to participate as the prime contractor. Interested contractors
must indicate whether they qualify as a small business under SIC code
8731, with a small business size standard of 1,000 employees. Firms
responding shall reference the above contract number and indicate
whether they are or are not a small business, a small disadvantaged
business, a socially and economically disadvantaged business, a woman
owned business, a historically black college or university, a minority
institution,, an 8(a) firm, an intra-governmental organization, a
large business, or an education/nonprofit organization. Based on
responses to this market survey, the Air Force reserves the right to
set aside this requirement for small business, 8(a), or historically
black colleges and universities or minority institutions. The
capability information shall be limited to 15 pages, shall include a
mailing address and a telephone number, and shall indicate whether the
respondent contemplates using foreign nationals or whether they are a

survey. As a result of analyzing the responses to this market survey,
the contracting officer may determine that a solicitation will be
issued to those prospective sources who, in the sole judgment of this
purchasing activity, have the potential of successfully fulfilling the
requirements. All responses from responsible sources will be
considered. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to address concerns during the
proposal development phase of the acquisition. Potential offerors
should use established channels to request information, pose questions,
and voice concerns before contacting the Ombudsman. For serious
