Laboratory, Directorate of Contracting, Kirtland, AFB, New Mexico,
intends to award a sole source contract via contract modification to
the prime contractor, Applied Technology Associates, Incorporated,
(ATA) to provide additional hours on a pre-existing contract
(F29601-93-C-0211) for continuation of work already in progress on
imaging modeling and simulations and experimental support for N-ABLE
Lidar, Daytime Adaptive Optics and Active Imaging Experiments. Emphasis
is on continuing data reduction and design and simulation work. The
contract type is level of effort with award fee. No new work will be
started under this effort. This modification will be awarded to ATA
provided other sources cannot furnish the requirement at more favorable
terms. Potential offerors must provide unclassified information
indicating their capability to begin performance immediately upon
contract award to meet program targets and schedules. Foreign firms are
advised they will not be allowed to participate as the prime
contractor. Interested contractors must indicate whether they qualify
as a small business under SIC code 8731, with a small business size
standard of 1,000 employees. Firms responding shall reference the above
contract number and indicate whether they are or are not a small
business, a small disadvantaged business, a socially and economically
disadvantaged business, a woman owned business, a historically black
college or university, a minority institution, an 8(a) firm, a large
business, or an education/nonprofit organization. Based on responses to
this market survey, the Air Force reserves the right to set aside this
requirement for small business, 8(a), or historically black colleges
and universities or minority institutions. Replies to this market
survey must be received within 10 calendar days after date of
publication of this survey. The Contracting Officer shall send a copy
of the current SOW to all offerors who express interest. Potential
offerors will then have 10 days to submit a Statement of Capability
(SOC). The capability information shall be limited to 15 pages, shall
include a mailing address and a telephone number, and shall indicate
whether the respondent contemplates using foreign nationals or whether
they are a foreign owned business. Mail responses to Barbara

responses from responsible sources will be considered. An Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to address concerns during the proposal development phase of
the acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
