Officer/202-842-6400. The National Gallery of Art (NGA) is seeking an
architectural consultant to provide architectural project management
services on site at the NGA for the West Building Skylights project and
other renovation projects. The selected architect will perform the
services from October 1, 1996 through September 30, 1997 (base year).
The resulting contract will also include options for four additional
12-month periods. The base year shall not exceed $100,000, and each
option year shall not exceed $100,000, for a cumulative contract total
not to exceed $500,000. The contractor shall provide on-site
architectural project management/project architect services within the
Department of Archiectural Services at the NGA and will be required to
interact with other departments at the NGA. Services will include
construction overview and coordination, submittal handling/review, and
documentation for the West Building Skylights project in conjunction
with other consultants. Services for other renovation projects will
include programming, design, presentation and construction drawings,
specifications, construction observation, shop drawings review, and
project close-out requirements and submittals for the NGA records. The
contractor will also coordinate the work of contracted contractors
providing necessary engineering services. Throughout all phases of the
projects, the contractor shall also provide necessary project
documentation, file and records management, budget and cost control
analysis, value engineering, and technical oversight. Office equipment
and furnishings will be provided by the NGA for use by the contractor
at the NGA. Selection will be based on the following evaluation
criteria which are listed in the relative order of importance: (1)
Prior museum facility experience with major construction projects of
similar complexity and size involving large skylights, galleries, and
public and occupied spaces; (2) Specialized experience, technical
competence, and demonstrated architectural expertise in building
renovation and restoration of historic structures; (3) Past performance
rating from clients on similar contracts with Government agencies and
private industry during the last five years, including quality of work,
compliance with performance schedules and cost control effectiveness.
Include names and current phone numbers for listed clients. Clients may
be contacted during the evaluation process; (4) Specialised experience
and technical competence in all phases of architectural services
(planning, design, construction documents, construction services,
estimating); and (5) Geographical location and knowledge of the
locality of the project. The contractor must meet the following minimum
professional requirements: (1) Registered architect with experience in
commercial and/or instutitional architecture, and project mangement
experience; (2) Proficient knowledge of architectural design,
construction documents, building construction and domolition, building
codes and life safety regulations, Federal Government construction
regulations and procedures; and (3) Proficient project management
skills in documentation, file and records management, budget and cost
control analysis, value engineering, and project coordination within
and among a diverse group of contracts. Only the 11-92 edition of the
SF-254 and 255 will be accepted. Supplemental information regarding
specialized experience should be included in SF-255. Only the SF-254
and 255 will be reviewed. Experience identified in block 8 should not
be more than five years old. Individual should provide three complete
copies of the submission. Individuals which do not comply with
requirements will be considered non-responsive. No other general
notification to firms/individuals under consideration for this project
will be made (information regarding actual submittal, contact, date,
time, etc.). This is not a request for proposal. Submitted material
will be disposed of by the NGA sixty days after contract award unless
a specific request is made for its return. Phone calls are discourged.
Site visits will not be arranged. Individuals who meet the
requirements described are invited to submit SF-254 and 244 to the
National Gallery of Art, Resource Acquisition Office/ARA/Rm. CLA-44,
6th Street and Constitution Ave., N.W., Washington, DC 20565, Attn:
