C -- PROFESSIONAL A/E SERVICES FOR DESIGN/PREPARATION OF CONSTRUCTION CONTRACT DOCUMENTS FOR CONSTRUCTION OF A MOORING AND BUOY LOADING FACILITY AT THE USACOE SERVICE BASE, ST.LOUIS, MO SOL DTCG47-96-R-3EFK16 DUE 071996 POC Contact Michelle Blake, Contract Specialist (804) 858-6230/235 Provide professional architectural/engineering services for the Design and Preparation of Construction Contract Documents for construction of a mooring and buoy loading facility for the U. S. Coast Guard at the U.S. Army Corps of Engineers Service Base in St. Louis, MO. The project includes construction of a mooring facility for two (2) Coast Guard vessels each approximately 200 feet in length and a buoy loading/offloading facility for the two vessels. The estimated cost of construction is between $1,000.000 and $5,000,000. The services are required to begin approximately October 1996 shall be completed within 270 days after Notice to Proceed. The following evaluation criteria are applicable to one or more of the factors included in Note 24: (1) Specialized experience of the firm and technical competence in the type of work (including joint venture or association) in similar projects; (2) Professional capacity to accomplish the work on time; (3) Professional qualifications necessary for satisfactory performance of required services; (4) Past performance on DOT and other Government contracts in terms of quality of work, ability to meet contractual performance/delivery schedules and accuracy of construction cost estimates and A/E-client relationship; (5) Location of firm in the general area provided there is an appropriate number of qualified firms therein for consideration (special consideration will be given to firms located in Missouri and Illinois); (6) Minorities and women in all job classifications, considering availability in the general area; (7) Design ability and understanding of the requirements of the project; (8) Project team and key personnel roles and responsibilities in terms of coordination, schedule, and construction cost control and quality control procedures; (9) Experience of the firm in evaluating and determining environmental requirements and acquiring state and local permits for construction; ability of the firm to submit environmental and other permits to the State of Missouri which may include the need to certify permit applications or plans by state-licensed professionals; (10) Ability to provide qualified construction inspection services.
