The facilities and laboratories consist primarily of the Life Cycle Support Facility (LCSF), the Combat Control Systems Laboratory (CCSL), the Combat Systems Technology Laboratory (CSTL) and other Code 20 laboratories in Newport, RI assigned to Code 22 for operational management. A Cost Plus Award Fee type contract with a four year period of performance and an estimated level of effort of 498,456 manhours is anticipated. Level of effort requirements for this contract include the following: Program Manager, Sr. Engineer, Engineer, System Programmer, Sr. Electronics Technician, Sr. Ship Control Technician, Sr. DWS Technician, Sr. Sonar Technician, Sr. Communication Technician, Sr. Analyst, Electronic Technician, Mechanical Technician, Communication Technician, Analyst, Jr. Electronics Technician, Scheduler, 3M Specialist, Quality Assurance Specialist, CAD Operator, Clerical Support, Supply Technician, Storekeeper and Jr. Engineer. This procurement is 100% Small Business Set-Aside. Applicable SIC Code is 8711. Technical and cost proposals will be required for evaluation. Award will be made on the basis of ''Best Value'' with evaluation factors being Technical Approach, Personnel, Management Approach and Past Performance. This contract is a combination follow-on to contract N00140-93-D-CD25 with Purvis Systems Inc., contract N66604-93-C- B725 with Lockheed Martin, contract N00140-93-D-BB01 with Syscon Corp. and contract N66604-95-C-B017 with Purvis Systems Inc.
