and Technology (NIST) intends to procure through full and open
competition a requirement for the installation of government-furnished
switchgear for the campus central plant, Building 302. The new
switchgear will be a direct replacement of the existing switchgear.
Each of the switchgear's required three (3) sections will be fed by an
overhead 4000 amp bussduct, one each from three (3) 1500 KVA
transformers. This requirement also dictates the replacement of the
overhead bussduct with a new 4000 amp bussduct with full sized neutral.
Each section of the switchgear will have a main breaker and each
section will be connected to the other two by a tie breaker. Outgoing
feeders are both overhead and under the slab cable in conduit. The
switchgear is front and rear accessible and each of the three (3)
sections will have provisions for a minimum of twelve (12) draw-out
breakers, exclusive of the main and tie breakers. The system is three
(3) phase, four (4) wire, 227Y/480 VAC. The main and tie breakers are
4000 Amp Frame, 2000 Amp Trip. The required performance period for the
completion of this requirement will be during a three-day site-wide
outage weekend (Memorial Day weekend 1997). If the project cannot be
completed within this time period, the contractor will be required to
provide temporary power until the normal power can be reconnected. A
Request For Proposal (RFP) is being solicited. Proposals will be
evaluated on the basis of the best value to the Government in terms of
the offeror's (1) past performance with similar requirements, (2)
ability to meet the construction schedule, and (3) past performance
with government agencies. A mandatory site visit will be scheduled
prior to the submission of proposals. All requests for a copy of the
solicitation shall be submitted in writing to the above address. All
potential sources are invited to submit a proposal which will be
