Mallgrave (301) 975-6330 The National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with Ms. Kirsten Oldenburg, Washington, D.C. under the authority of 41 U.S.C. 253(c)(1) - Only one responsible source. This procurement involves the independent evaluation for improving environmental technical assistance service efficiency for industry. Specific tasks include the (1) identification of various agencies or entities comprising the environmental technical assistance system, (2) analysis of the system in terms of its cross-program linkages and impacts, (3) proposal of various strategies for creating a more seamless system. This evaluation requires an expertise in environmental technical assistance programs, as well as an understanding of both Federal and state governments involvement in achieving environmental policy goals. Ms. Oldenburg is uniquely qualified to perform this requirement based on her direct involvement with the Congressional Office of Technology Assessment and her intimate knowledge in the running an environmental technical assistance program. The period of performance for this requirement is one (1) year from contract award. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within 45 days after the date of publication of this synopsis, will be considered by the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See NOTES 22 and 26. (0165)
