the U.S. Coast Guard Facility, Yerba Buena Island, San Francisco, CA.
The successful bidder will provide all labor, materials, equipment and
permits necessary for the collection and disposal of refuse within the
geographic area of the Federal installation. The period of performance
will be from contract start date, estimated to be 1 January 1997,
through 30 September 1997, with four (4) one year option periods; if
all options are exercised the contract term will end on 30 September
2001. Request for bid packages must be made by U. S. mail, on the
firm's letterhead to the contracting activity. The contracting
activity's address is: Commander (fcp-1) Maintenance and Logistics
Command Pacific, Coast Guard Island, Bldg. 54-A, Alameda, CA
94501-5100. The solicitation will be issued on or around 15 July 1996,
with a bid opening date on or around 1 November 1996. In support of
this procurement the Director of Public Health for the City and County
of San Francisco, CA will accept the submission of a complete and
timely Federal Facility Refuse Collection Permit Application from
potential bidders for a seventeen (17) day period; commencing 15 July
1996 through 31 July 1996. The local environmental agency responsible
for processing the permit application and is located at 1380 Howard
Street, 2nd Floor, San Francisco, CA 94013. Prospective applicants may

additional information. The contracting activity has been advised the
permitting process may take up to three (3) months to complete, barring
on appeal to the Board of Permit Appeals. All bids received in response
to this solicitation should include a copy of the bidders's Federal
Facility Refuse Collection Permit issued by the competent City and
County of San Francisco authority. Bids submitted without a copy of the
bidder's San Francisco Federal Refuse Collection permit will be
rejected as nonresponsive to the solicitation. The SIC code for this
solicitation is 4953. This solicitation and resulting contract will be
subject to the Small Business Competitiveness Demonstration Program.
The size standard is no more than 6 million dollars. For information
