The Caribbean Basin Radar Network (CBRN) Program Office is seeking
qualified contractors to provide maintenance training on Joint Air
Operations Center (JAOC) Upgrade equipment at various CBRN radar sites.
Northrop Grumman is developing and installing the JAOC Upgrade and is
expected to complete installation and testing of the radar site
equipment in the third quarter of CY 1996. The Government does not own
reprocurement data for this JAOC Upgrade equipment as the equipment is
a Northrop Grumman Corporation proprietary product. Site maintenance
training should occur within 10 days of the completion of installation
and testing of the JAOC Upgrade equipment suite at the last radar
site. The date(s) for the training shall be coordinated with the
Government at least 30 days prior to the proposed start date of
training to allow scheduling of personnel to be trained. The Contractor
shall conduct the training in Government-provided facilities at the
CBRN Monte Cano radar site in Venezuela. Training will be to a cadre of
not more than 14 Government and Contractor personnel. The content of
the training course shall be sufficient to qualify the cadre of
individuals to perform on-site maintenance in an unassisted manner
using the Contractor's recommended manuals. The training shall include
both classroom and hands-on system training for maintenance of the
CBRN radar site JAOC upgrade equipment and includes the radio control
equipment, site communications control equipment, Tactical Digital
Information Link (TADIL) control equipment, TADIL-A Data Terminal Set,
and other new interface equipment installed at the site. Elaborate
training materials prepared specifically for training purposes are not
desired, however, maintenance manuals to be provided at the site's
technical library or their equivalent are required. Interested firms
capable must submit a qualification package not to exceed 10 pages
explaining your capabilities. Qualification packages shall include: 1)
experience with CBRN Systems, 2) experience in providing maintenance
training, and 3) experience in dealing with international customs and
immigration procedures.. Submit the package to the above address not
later than 15 days after publication of this notice. The Government
anticipates award of the contract on or about 20 August 1996. This
