The Internal Revenue Service (IRS) intends to negotiate on a sole source basis with INSCI Corporation, Two Westborough Business Park, Westborough, MA 01581 for software maintenance in support of COINS II, version 4, software. The COINS software to be maintained exists on local area networks in the following locations: Austin, TX; Andover, MA; Covington, KY; Memphis, TN; Ogden, UT; Washington, DC; Philadelphia, PA and Alexandria, VA. The IRS has eight software licenses. The COINS II software is written, updated and maintained exclusively by INSCI Corporation. The software is proprietary. This contract will have a performance period of a base year and four option years. The IRS requires maintenance coverage, in support of government-owned COINS II software, as follows: 1) Telephone Support - Direct telephone support shall be provided for troubleshooting assistance. This support shall be available 24 hours a day, seven days per week for the IRS development sites in Washington, DC (National Office) and Philadelphia, PA (Philadelphia Service Center) and at the quality testing site in Alexandria, VA. 2) System Support - System support will provide problem resolution which requires analysis such as signing on the client's system to review COINS tables and files. 3) Software Engineer Support - a software engineer shall resolve specific IRS issues, including COINS source code modification and shall provide on call troubleshooting.
